HOUSE JOINT RESOLUTION

 
2     WHEREAS, Worldwide exposure to chemical pesticides brings
3 about greater harm than most people realize; and
 
4     WHEREAS, More than 3 billion kilograms of pesticides are
5 spread on the earth annually, exposing both human and wildlife
6 populations to chemicals, with potentially serious
7 repercussions for life everywhere; and
 
8     WHEREAS, Our children are uniquely vulnerable to chemical
9 pesticides due to their developing physiology and to their
10 habit of frequently putting their hands into their mouths; and
 
11     WHEREAS, Chemical pesticides applied outdoors are washed
12 into our waterways and our drinking water sources; several
13 types of cancer, neurological diseases, endocrine disorders,
14 and birth defects have all been associated with exposure to
15 common pesticides; and
 
16     WHEREAS, Pregnant women, children, asthmatics, cancer
17 patients, the elderly, and other immune compromised people and
18 migratory birds are all highly vulnerable to toxic effects of
19 chemical pesticides; and
 
20     WHEREAS, More than 40 years ago, the well-known writer,

1 scientist, and ecologist Rachel Carson alerted America and the
2 world to the potential hazards of pesticides in her landmark
3 book, Silent Spring; despite the warning, the quantity of
4 pesticides used in our country has continued to grow over the
5 years and poses a potential threat to all life forms;
6 therefore, be it
 
7     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
8 NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
9 SENATE CONCURRING HEREIN, that we proclaim May 27, 2007 as
10 Rachel Carson Day throughout the State of Illinois in honor of
11 her prophetic work, and urge the citizens of the State of
12 Illinois to focus their attention on the potentially serious
13 hazards associated with chemical pesticides; and be it further
 
14     RESOLVED, That we invite citizens throughout the State of
15 Illinois to observe this day, the birth date of Rachel Carson,
16 by refraining from using chemical pesticides on this day and
17 ask the citizens of the State of Illinois for their cooperation
18 in seeking alternative methods of pest management.
