HOUSE JOINT RESOLUTION

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE CONCURRING HEREIN, that there is created the Use and Occupation Tax Task Force, consisting of 12 members as follows: (i) 3 members appointed by the Speaker of the House of Representatives; (ii) 3 members appointed by the Minority Leader of the House of Representatives; (iii) 3 members appointed by the President of the Senate; and (iv) 3 members appointed by the Minority Leader of the Senate; and the members shall elect a chairperson from among the task force members; and be it further

RESOLVED, That the Commission on Government Forecasting and Accountability shall provide staff and administrative support services to the task force; and be it further

RESOLVED, That the task force shall gather information and make recommendations to the Governor and to the General Assembly regarding the reformation of the use and occupation tax procedures and policies in Illinois in such a manner that Illinois' tax system:

(1) takes account of progress nationwide towards the Streamlined Sales Tax Initiative that is overseen by the Streamlined Sales Tax Governing Board, Inc.;

(2) avoids taxes on goods and services that are used primarily or solely as workplace inputs; and

(3) has the lowest possible overall rates; and be it further

RESOLVED, That the task force must submit a report to the Governor and the General Assembly by January 1, 2009 concerning its findings and recommendations.
