HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives are pleased to congratulate John Novinson on the occasion of his retirement as Manager of the Village of Northbrook; and

WHEREAS, John Novinson has served the citizens of the Village of Northbrook with pride and distinction as Village Manager; he has had 39 years of experience in local, State, regional, and national government, including experience as an administrator with the Illinois Department of Registration and Education and the Cook County, Illinois Civil Service Commission; he has also served as President of the Illinois Public Employer Labor Relations Association; and

WHEREAS, During John Novinson's tenure as Village Manager, the Village of Northbrook has achieved and maintained a double triple "A" bond rating in Moody's and Standard and Poor's, one of only two communities in the State to do so; and

WHEREAS, John Novinson serves as the chair of the International City / County Management Association's Public Works subcommittee of the association's Policy Committee; he serves on the ICMA's new Sustainability Committee, an international effort to encourage local governments to assure the perpetual achievement of a world that addresses the needs of the current generation without compromising the needs of the future; he was also the co-chair of the ICMA's Environmental Mandates Task Force, which worked on the creation of federal mandate legislation with major public interest groups; and

WHEREAS, John Novinson has had a variety of experience with environmental issues; he has served as chair of the Clean Air Counts (CAC) Campaigns, a volunteer effort to improve the quality of air in the Chicago region; under Mr. Novinson's leadership, the Village of Northbrook has been recognized as a Platinum member of the CAC effort; and

WHEREAS, John Novinson's dedication to the Village of Northbrook and his dedicated advocacy for the environment is worthy of the greatest respect; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate John Novinson on the occasion of his retirement and wish him continued success and happiness in the future; and be it further

RESOLVED, That a suitable copy of this resolution be presented to John Novinson as a symbol of our esteem and respect.
