HOUSE RESOLUTION

 
2     WHEREAS, The members of the Illinois House of
3 Representatives are pleased to honor Illinois Army National
4 Guard Lt. Colonel Theodore F. Tracy of Springfield as he
5 returns from his tour of duty in Iraq in April of 2008; and
 
6     WHEREAS, Theodore F. Tracy joined the Illinois Army
7 National Guard in 1987 and passed the necessary requirements to
8 reach the rank of Lieutenant Colonel with a specialty of
9 Quartermaster/Logistics; he began his military career with the
10 Illinois National Guard and was initially assigned to
11 Beardstown; and
 
12     WHEREAS, After serving for twenty years in various
13 positions within the Illinois Army National Guard, Lt. Colonel
14 Theodore F. Tracy was mobilized and deployed to Iraq with the
15 State's fifth rotation to support the Polish Multinational
16 Division; the Polish Division was located in the central
17 portion of Iraq, known as Diwaniyah, and the province next to
18 the Iranian border, known as Al Kut; and
 
19     WHEREAS, While serving with the Polish Multinational
20 Division, Lt. Colonel Theodore F. Tracy was stationed in Al
21 Kut, Iraq and functioned as "Mayor" of Forward Operating Base
22 (FOB) Delta; as Mayor of FOB Delta, he helped with the

1 transition of the base from Polish to Georgian Forces and with
2 increasing the coalition's footprint by ten fold; once the
3 transition was complete, he transferred to Camp Echo in
4 Diwaniyah and served as the Iraqi Security Forces Chief, where
5 he dealt with the Iraqi Army and Police forces; and
 
6     WHEREAS, As the Iraqi Security Forces Chief, Lt. Colonel
7 Theodore F. Tracy assisted in doubling the size of the Iraqi
8 police force for the Diwaniyah Province and fostered
9 professionalism within the organization by increasing police
10 training and their efforts in acquiring necessary equipment to
11 fight the local militia; during operations against extremists,
12 he served as a liaison between the Iraqi police and the Polish
13 Division, which helped in bringing peace and stability to the
14 Diwaniyah Province; and
 
15     WHEREAS, Lt. Colonel Theodore F. Tracy was the recipient of
16 many awards and decorations for his meritorious service,
17 including the Defense Meritorious Service Medal, the Army
18 Commendation Medal - 4th Cluster, the Army Achievement Medal,
19 the Iraq Campaign Medal, and the Armed Forces Reserve Medal "M"
20 Device; and
 
21     WHEREAS, Lt. Colonel Theodore F. Tracy comes from a family
22 of distinguished military service, including his father, Lt.
23 Colonel William L. Tracy, and his late uncle, Marine Lance

1 Corporal Robert F. Tracy, who both served their country during
2 World War II; his late uncle, Lieutenant Jack Tracy, also
3 served in the United States Air Force and gave his life for his
4 country; therefore, be it
 
5     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
6 NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
7 honor Illinois Army National Guard Lt. Colonel Theodore F.
8 Tracy of Springfield as he returns from his tour of duty in
9 Iraq and give him our best regards for the future; and be it
10 further
 
11     RESOLVED, That a suitable copy of this resolution be
12 presented to Lt. Colonel Theodore F. Tracy as a symbol of our
13 esteem and respect.
