HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives are pleased to congratulate Rick Willing, Carol Stream Police Chief, on his retirement; and

WHEREAS, Rick Willing has served 29 years with the Carol Stream Police Department, serving his first three years as a cadet; and

WHEREAS, Highlights of his career include joining the Carol Stream Police Department as patrol officer in 1979; being named Carol Stream Employee of the Year in 1982; promoted to sergeant in 1987; promoted to lieutenant in 1997; named Village Employee of the Year in 2000; promoted to deputy chief in 2001; earned the Northwestern University Center for Public Safety Executive Leadership Award in 2001; promoted to chief in 2003; and in 2008 he was named second vice president of the DuPage Chiefs of Police Association, where he also served as secretary and as treasurer in 2007; and

WHEREAS, When he began with the department there were only 16 officers watching over a population of 15,000 citizens; today there are 68 officers that watch over a population of 43,000 as the community has grown; and

WHEREAS, Retirement will give Chief Willing a chance to spend time with his wife and children; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Carol Stream Police Chief Rick Willing on his retirement and thank him for his dedication to the community; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Rick Willing as a symbol of our respect and esteem.
