HOUSE RESOLUTION

 
2     WHEREAS, For reasons known and unknown, the General
3 Assembly has been unwilling or unable to tackle some of the
4 most significant problems facing the State of Illinois; and
 
5     WHEREAS, Illinois has an unacceptably large and increasing
6 funding disparity between school districts, and the State's
7 minimum per student foundation level of support is inadequate
8 to such an extent that Illinois ranks 49th among the states in
9 the portion of school funding provided by the State; and
 
10     WHEREAS, The people of Illinois deserve and demand good and
11 honest government, and controlling any improper influence of
12 campaign contributions on public policy is integral to
13 rebuilding the public's trust in their elected officials and
14 the legislative process; and
 
15     WHEREAS, Our present method of assessing property in
16 Illinois is antiquated and inequitable, resulting in
17 unnecessary and significant hardship to homeowners; and
 
18     WHEREAS, It is in the best interest of the people of
19 Illinois to have the aforementioned issues substantively
20 addressed; and

1     WHEREAS, Given the inability of the legislature to achieve
2 results on these and other worthwhile issues, an alternative
3 and practical avenue for addressing these matters and providing
4 for overdue reforms to our laws would be through the convening
5 of a Constitutional Convention; and
 
6     WHEREAS, A Constitutional Convention allows for elected
7 delegates from each legislative district to assemble for the
8 purpose of proposing amendments to the current State
9 Constitution, which regulates the actions of the General
10 Assembly; and
 
11     WHEREAS, Pursuant to subsection (b) of Section 1 of Article
12 XIV of the Illinois Constitution, there is one opportunity
13 every twenty years to convene a Constitutional Convention by
14 way of ballot referenda; and
 
15     WHEREAS, This referendum will appear on the November 2008
16 general election ballot; and
 
17     WHEREAS, Should these issues not be sufficiently addressed
18 prior to such time; therefore, be it
 
19     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
20 NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that in
21 order to address the key issues that impact the daily lives of

1 all Illinoisans, we urge the support of the electorate on the
2 question of whether a Constitutional Convention should be
3 called and encourage the electorate's attention to this
4 initiative.
