HOUSE RESOLUTION

 
2     WHEREAS, The members of the Illinois House of
3 Representatives are pleased to congratulate Theodore Gottfried
4 on the occasion of his retirement as Director of the State
5 Appellate Defender in Springfield; and
 
6     WHEREAS, Theodore Gottfried received his bachelor's degree
7 in history from Roosevelt University in June of 1963; he earned
8 his J.D. from John Marshall Law School in June of 1966; he was
9 admitted to the Illinois Bar in 1966; and
 
10     WHEREAS, Theodore Gottfried served as the Director of the
11 State Appellate Defender in Springfield since 1972; as
12 director, he supervised budgets totaling over $100 million and
13 the legal representation in over 40,000 criminal cases in the
14 Appellate and Supreme Courts of Illinois; under his direction,
15 the agency was awarded the Clara Shortridge Foltz Award by the
16 National Legal Aid and Defender Association in recognition of
17 the agency's outstanding achievements in the provision of
18 criminal defense services; and
 
19     WHEREAS, Theodore Gottfried has received numerous honors
20 and awards during his legal career, including the Jenner and
21 Block Award from the Center on Wrongful Convictions, NLADA's
22 Reginald Heber Smith Award, the Laureate Award from the Academy

1 of Illinois Lawyers, the Gideon Award presented by the Illinois
2 Public Defender Association, the Access to Justice Award, the
3 Access to Justice special recognition award presented by the
4 Illinois State Bar Association, the Larry Golden Civil
5 Libertarian Award presented by the Springfield Chapter of the
6 ACLU; in addition, he received an Honorary Doctor of Laws
7 Degree presented by The John Marshall Law School and a
8 Meritorious Service Award presented by former Illinois
9 Governor Richard B. Ogilvie; and
 
10     WHEREAS, Theodore Gottfried has been a member of many
11 distinguished legal organizations, committees, and
12 commissions, including the Criminal Law Edit, Alignment and
13 Reform Initiative; the Capital Punishment Reform Study
14 Committee; the Governor's Commission to Study the Death
15 Penalty; the Task Force on Professional Practice in the Justice
16 System; the Governor's Advisory Council on Criminal Justice
17 Legislation; the American Bar Association; the National Legal
18 Aid and Defender Association; the Illinois State Bar
19 Association; the Illinois Family Violence Coordinating
20 Council; the Criminal Defense Consortium of Cook County; the
21 Illinois Defender Project; the Illinois Public Defender
22 Association; the National Association of Criminal Defense
23 Lawyers; the Appellate Lawyers Association; the Illinois
24 Attorneys for Criminal Justice; and the Government Bar
25 Association; he served as Speaker of the House's Criminal

1 Justice Advisory Committee and Speaker of the House's Task
2 Force on the Death Penalty; and
 
3     WHEREAS, Theodore Gottfried has been an active member of
4 his community; he is a member of Big Brother-Big Sister of
5 Sangamon County; he is a past manager of Winston Park Little
6 League; he is a past chairman of the Williamsville District 15
7 Parent Teacher Organization; and
 
8     WHEREAS, Theodore Gottfried married Nancy Ann Ringer on May
9 11, 1973; together, they have two children, William and Nicole;
10 and
 
11     WHEREAS, Theodore Gottfried's dedication to his profession
12 and his willingness to serve his community serves as a model of
13 hard work, integrity, and dedication for the people of the
14 State of Illinois; therefore, be it
 
15     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
16 NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
17 congratulate Theodore Gottfried on the occasion of his
18 retirement and wish him continued success and happiness in the
19 future; and be it further
 
20     RESOLVED, That a suitable copy of this resolution be
21 presented to Theodore Gottfried as a symbol of our esteem and
