SYNOPSIS AS INTRODUCED:

430 ILCS 65/5   from Ch. 38, par. 83-5
430 ILCS 65/5.5 new

    Amends the State Finance Act and the Firearm Owners Identification Card Act. Creates the Community Policing Grant Fund in the State treasury. Provides that moneys in the Fund shall, subject to appropriation, be distributed upon the approval of the Director of State Police as grants to local law enforcement agencies for community policing programs. Provides that moneys in the Fund shall be distributed proportionately to local law enforcement agencies in each county based upon the fees collected from the issuance of Firearm Owner's Identification Cards to residents of that county. Increases the fee for the issuance of a Firearm Owner's Identification Card from $5 to $10. Provides that $5 of the fee shall be deposited into the Community Policing Grant Fund.

1     AN ACT concerning community policing grants.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Finance Act is amended by adding
5 Section 5.675 as follows:
 
6     (30 ILCS 105/5.675 new)
7     Sec. 5.675. The Community Policing Grant Fund.
 
8     Section 10. The Firearm Owners Identification Card Act is
9 amended by changing Section 5 and by adding Section 5.5 as
10 follows:
 
11     (430 ILCS 65/5)  (from Ch. 38, par. 83-5)
12     Sec. 5. The Department of State Police shall either approve
13 or deny all applications within 30 days from the date they are
14 received, and every applicant found qualified pursuant to
15 Section 8 of this Act by the Department shall be entitled to a
16 Firearm Owner's Identification Card upon the payment of a $10
17 $5 fee. $3 of each fee derived from the issuance of Firearm
18 Owner's Identification Cards, or renewals thereof, shall be
19 deposited in the Wildlife and Fish Fund in the State treasury
20 Treasury; $1 of such fee shall be deposited in the State Police
21 Services Fund; and $1 of such fee shall be deposited in the

1 Firearm Owner's Notification Fund; and $5 of such fee shall be
2 deposited in the Community Policing Grant Fund in the State
3 treasury. Monies in the Firearm Owner's Notification Fund shall
4 be used exclusively to pay for the cost of sending notices of
5 expiration of Firearm Owner's Identification Cards under
6 Section 13.2 of this Act. Excess monies in the Firearm Owner's
7 Notification Fund shall be used to ensure the prompt and
8 efficient processing of applications received under Section 4
9 of this Act.

12     Sec. 5.5. Community Policing Grant Fund.
13     (a) The Community Policing Grant Fund is created in the
14 State treasury. Moneys in the Fund shall, subject to
15 appropriation, be distributed upon the approval of the Director
16 of State Police as grants to local law enforcement agencies for
17 community policing programs.
18     (b) Moneys in the Fund shall be distributed proportionately
19 to local law enforcement agencies in each county based upon the
20 fees collected from the issuance of Firearm Owner's
21 Identification Cards to residents of that county.
22     (c) In this Section, "community policing program" means any
23 plan, system, or strategy established by and conducted under
24 the auspices of a law enforcement agency in which citizens
25 participate with and are guided by the law enforcement agency

1 and work with members of that agency to reduce or prevent crime
2 within a defined geographic area.
