1     AN ACT concerning State government.
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4     Section 5. The Department of Human Services Act is amended
5 by changing Section 10-10 and by adding Section 10-60 as
6 follows:
7     (20 ILCS 1305/10-10)
8     Sec. 10-10. Diabetes, asthma, and pulmonary disorder
9 prevention; special risk groups. The Department shall include
10 within its public health promotion programs and materials
11 information to be directed toward population groups in Illinois
12 that are to be considered at high risk in relation to diabetes,
13 asthma, and pulmonary disorders, such as Hispanics, people of
14 African descent, the elderly, obese individuals, persons with
15 high blood sugar content, and persons with a family history of
16 diabetes. Such information shall inform high risk groups about
17 the causes and prevention of diabetes, asthma, and pulmonary
18 disorders, the types of treatment for these diseases, the
19 disease and how treatment may be obtained. By February 15, 2009
20 and each February 15 thereafter, the Department shall file a
21 report with the General Assembly concerning its activities and
22 accomplishments under this Section during the previous
23 calendar year.

3     Sec. 10-60. Mental health awareness in minority
4 communities. The Department shall include mental health
5 awareness, education, and outreach materials within its public
6 health promotion programs and information to be directed toward
7 minority population groups in Illinois. This information shall
8 inform members of minority communities about mental illness,
9 the types of services and supports available, and how treatment
10 may be obtained. The Department shall collaborate with
11 community-based mental health agencies in the delivery of the
12 information to community leaders and other interested parties
13 in minority communities.
