| SENATE RESOLUTION

| WHEREAS, The members of the Illinois Senate are saddened to | 3 |
| learn of the recent passing of Earl Williams; and
| 4 |
| WHEREAS, Earl Williams was born in Chicago on January 25, | 5 |
| 1947, to the union of Clarence Earl Williams and Betty Jane | 6 |
| Norment Williams; he was the third of five children born to | 7 |
| this marriage; he was a conscientious, highly intelligent, and | 8 |
| extremely active child, who found the Lord at an early age and | 9 |
| attended Grant Memorial AME with his sisters and younger | 10 |
| brother; and
| 11 |
| WHEREAS, He served and protected his country well as a | 12 |
| member of the Officers Training Corp of the United States Army, | 13 |
| executing and translating cryptic codes in Vietnam; during this | 14 |
| time he married Aletha Elizabeth Marbles and together they had | 15 |
| three children; upon completing his Army tour, he received his | 16 |
| law degree from DePaul University, and became a member of the | 17 |
| Illinois State Bar, going into private practice with his | 18 |
| friend, Attorney Ed Zigman; and
| 19 |
| WHEREAS, Earl Williams left private practice to join the | 20 |
| Illinois States Attorney's office and then the Illinois | 21 |
| Department of Revenue, from which he retired after twenty-five | 22 |
| years of service; he was active as a union arbitrator for the |

| American Federation of State, County and Municipal Employees | 2 |
| (AFSCME); upon his retirement, Earl Williams joined his | 3 |
| sister's firm, Carol H. Williams Advertising, as the General | 4 |
| Counsel; and
| 5 |
| WHEREAS, In October, 2006, Earl Williams recommitted his | 6 |
| life to the Lord, and was baptized and received the right hand | 7 |
| of fellowship at Apostolic Church of God;
Earl Williams further | 8 |
| continued his commitment to God and mankind by becoming part | 9 |
| owner and administrator of Garden Plaza Convalescent Home in | 10 |
| Los Angeles, and also by establishing Liberty Child Care Center | 11 |
| in Chicago, which services children with HIV/AIDS; and
| 12 |
| WHEREAS, Earl Williams leaves behind to mourn him his sons, | 13 |
| Earl Williams and Eric Williams; his daughter, Tesha Muhhamad; | 14 |
| his three sisters, Betty Jane Thompson, Carol Henny Williams | 15 |
| Hood, and Gracie Antoinette Turner; his brother, Clarence | 16 |
| Williams, Jr.; and a host of nieces, nephews, cousins, | 17 |
| grandchildren, aunts, uncles, extended family, and many great | 18 |
| friends; his memory will be greatly cherished by Mrs. Aletha | 19 |
| Elizabeth Williams; therefore, be it
| 20 |
| RESOLVED, BY THE SENATE OF THE NINETY-FIFTH GENERAL | 21 |
| ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with | 22 |
| his family and friends, the passing of Earl Williams; and be it | 23 |
| further
