SYNOPSIS AS INTRODUCED:
 
625 ILCS 5/11-315

    Amends the Illinois Vehicle Code. Provides that the authority having maintenance jurisdiction over publicly owned paved bicycle trails in the State shall erect permanent regulatory or warning signage alerting pedestrians or cyclists of highway crossings, unless the intersection where the trail crosses the highway is controlled by an official traffic control device or sign. Provides that if the authority having maintenance jurisdiction over publicly owned bicycle trails has actual knowledge of an emergency or safety hazard that creates a dangerous condition on a publicly owned paved bicycle trail, the authority shall take reasonable steps to erect temporary signage or other warning markers, including, but not limited to, cones, barricades, or drums, alerting pedestrians or cyclists of the dangerous condition. Makes other changes.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by
5changing Section 11-315 as follows:
 
6    (625 ILCS 5/11-315)
7    Sec. 11-315. Paved bicycle trail signage. For the
8purposes of this Section, "paved bicycle trail" includes
9trails accommodating bicycle traffic composed of aggregate,
10asphalt, bituminous treatment, concrete, crushed limestone, or
11any combination thereof. The authority having maintenance
12jurisdiction over publicly owned paved bicycle trails in the
13State shall erect permanent regulatory or warning signage
14alerting pedestrians or cyclists of highway crossings, unless
15the intersection where the trail crosses the highway is
16controlled by an official traffic control device or sign. If
17the authority having maintenance jurisdiction over publicly
18owned bicycle trails has actual knowledge of an emergency or
19safety hazard that creates a dangerous condition on a publicly
20owned paved bicycle trail, the authority shall take reasonable
21steps to erect temporary signage or other warning markers,
22including, but not limited to, cones, barricades, or drums,
23alerting pedestrians or cyclists cyclist of the dangerous

1condition. The Department with reference to State highways
2under its jurisdiction, and the local authority with reference
3to other highways under its jurisdiction, shall erect or
4install permanent signage or markings warning vehicular
5traffic in advance of bicycle trail crossings. Permanent
6signage erected or installed along the highways to warn
7vehicular traffic as part of this Section shall conform with
8the State manual and permanent advanced warning signage shall
9be located at least 150 feet in advance of the crossing. This
10Section shall not apply to rustic or primitive trails.
