SYNOPSIS AS INTRODUCED:
 
20 ILCS 1605/7.9 new
20 ILCS 1605/27.5 new

    Amends the Illinois Lottery Law. Requires the Department of Revenue to employ an independent firm to conduct a study every 2 years of the lottery throughout the State on the demographic data of individuals who play the lottery and to report that information to the Governor and General Assembly. Imposes conditions on any rulemaking authority under the Act. Effective immediately.

1     AN ACT concerning the lottery.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Lottery Law is amended by adding
5 Sections 7.9 and 27.5 as follows:
 
6     (20 ILCS 1605/7.9 new)
7     Sec. 7.9. Study of demographic data.
8     (a) At least once every 2 years, the Department shall
9 employ an independent firm that is experienced in demographic
10 analysis to conduct a demographic study of lottery players in
11 the State. The study must include the income, age, sex, race,
12 education, and frequency of participation of the players.
13     (b) The Director shall report the results of the
14 demographic study under this Section to the Governor and to the
15 General Assembly before the convening of the regular
16 legislative session that immediately follows the completion of
17 the study.

19     Sec. 27.5. Rulemaking conditions. Notwithstanding any
20 other provision of this Act or any other rulemaking authority
21 that may exist, on and after the effective date of this
22 amendatory Act of the 96th General Assembly, rulemaking

1 authority to implement this Act, if any, is conditioned on the
2 rules being adopted in accordance with all provisions of the
3 Illinois Administrative Procedure Act and all rules and
4 procedures of the Joint Committee on Administrative Rules; any
5 purported rule not so adopted, for whatever reason, is
6 unauthorized.
 
7     Section 99. Effective date. This Act takes effect upon
8 becoming law.
