    Amends the Illinois Horse Meat Act. Makes a technical change in a Section concerning definitions.

1     AN ACT concerning regulation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Horse Meat Act is amended by
5 changing Section 1 as follows:
 
6     (225 ILCS 635/1)  (from Ch. 56 1/2, par. 240)
7     Sec. 1. In this Act, unless the the context or subject
8 matter otherwise requires:
9     (1) "Horse Meat" means the flesh of any animal of the
10 equine family.
11     (2) "Slaughterer" means any person engaged in killing
12 animals of the equine family where the carcasses are butchered
13 for any purpose other than that of manufacturing tankage.
14     (3) "Wholesale Distributor" means any person not licensed
15 as a slaughterer who is engaged in the business of securing
16 horse meat from a slaughterer, distributor or any other person
17 and distributing it to any retailer, stock or pet ranch, or
18 place where food is served for consumption on the premises.
19     (4) "Package" means any closed and sealed container which
20 is sold as an unopened unit to the purchaser.
21     (5) "Bulk meat" means whole carcass, half carcass or
22 quarter carcass.
23     (6) "Director" means the Director of Agriculture.

1     (7) "Department" means the Department of Agriculture.
2     (8) "Processor" means an establishment in which carcasses,
3 parts of carcasses, meat or meat-by-products derived from any
4 animal of the equine family are wholly or in part canned,
5 packed or otherwise processed or prepared for sale.
6     (9) "Breeder and Raiser of Fur Bearing Animals" means and
7 includes any person who is actively engaged in breeding and
8 raising fur bearing animals who kills and butchers animals of
9 the equine family for feed for such fur bearing animals and
10 does not sell or distribute any part of meat therefrom except
11 in ground form, in which the meat and bones have been ground
12 together, and then only to other persons who also are engaged
13 in the breeding and raising of fur bearing animals.
