SYNOPSIS AS INTRODUCED:
 
210 ILCS 88/20

    Amends the Fair Patient Billing Act. Provides that upon a patient's request, a hospital must submit a copy of the patient's bill to any health care plan or plans designated by the patient. Provides that if a hospital has agreed to accept payment from a particular health care plan for inpatient and outpatient services provided in the hospital, the hospital may not refuse to submit any patient's bill to that health care plan upon the patient's request.

1     AN ACT concerning regulation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Fair Patient Billing Act is amended by
5 changing Section 20 as follows:
 
6     (210 ILCS 88/20)
7     Sec. 20. Bill information; copy to health care plan.
8     (a) If a hospital bills a patient for health care services,
9 the hospital shall provide with its bill the following
10 information:
11         (1) the date or dates that health care services were
12     provided to the patient;
13         (2) a brief description of the hospital services;
14         (3) the amount owed for hospital services;
15         (4) hospital contact information for addressing
16     billing inquiries;
17         (5) a statement regarding how an uninsured patient may
18     apply for consideration under the hospital's financial
19     assistance policy on or with each hospital bill sent to an
20     uninsured patient; and
21         (6) notice that the patient may obtain an itemized bill
22     upon request.
23     If a hospital bills a patient, then the hospital must

1 provide an itemized statement of charges for the inpatient and
2 outpatient services rendered by the hospital upon receiving a
3 request from the patient.
4     (b) Upon a patient's request, a hospital must submit a copy
5 of the patient's bill to any health care plan or plans
6 designated by the patient. If a hospital has agreed to accept
7 payment from a particular health care plan for inpatient and
8 outpatient services provided in the hospital, the hospital may
9 not refuse to submit any patient's bill to that health care
10 plan upon the patient's request.
