SYNOPSIS AS INTRODUCED:
 
5 ILCS 430/5-10
25 ILCS 170/4.5 new

    Amends the State Officials and Employees Ethics Act and the Lobbyist Registration Act. Requires that each person required to register under the Lobbyist Registration Act, and that person's employees, annually must complete ethics training provided by the Secretary of State. Permits the Secretary to adapt ethics training required for State employees.

1     AN ACT concerning government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Officials and Employees Ethics Act is
5 amended by changing Section 5-10 as follows:
 
6     (5 ILCS 430/5-10)
7     Sec. 5-10. Ethics training. Each officer, member, and
8 employee must complete, at least annually beginning in 2004, an
9 ethics training program conducted by the appropriate State
10 agency. Each ultimate jurisdictional authority must implement
11 an ethics training program for its officers, members, and
12 employees. These ethics training programs shall be overseen by
13 the appropriate Ethics Commission and Inspector General
14 appointed pursuant to this Act in consultation with the Office
15 of the Attorney General.
16     Each Inspector General shall set standards and determine
17 the hours and frequency of training necessary for each position
18 or category of positions. A person who fills a vacancy in an
19 elective or appointed position that requires training and a
20 person employed in a position that requires training must
21 complete his or her initial ethics training within 6 months
22 after commencement of his or her office or employment.

1 Secretary of State may be expanded to satisfy the requirement
2 of Section 4.5 of the Lobbyist Registration Act.

4     Section 10. The Lobbyist Registration Act is amended by
5 adding Section 4.5 as follows:
 
6     (25 ILCS 170/4.5 new)
7     Sec. 4.5. Ethics training. Each person required to register
8 under this Act, and all employees of that person, annually must
9 complete a program of ethics training provided by the Secretary
10 of State. If the Secretary of State uses the ethics training
11 developed in accordance with Section 5-10 of the State
12 Officials and Employees Ethics Act, that training must be
13 expanded to encompass training necessitated by the
14 requirements, responsibilities, and opportunities imposed by
15 or arising under this Act.
16     The Secretary of State shall adopt rules for the
17 implementation of this Section.
