1     AN ACT concerning domestic violence.
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4     Section 5. The Illinois Domestic Violence Act of 1986 is
5 amended by adding Article V as follows:
6     (750 ILCS 60/Art. V heading new)

10     (750 ILCS 60/501 new)
11     Sec. 501. Domestic violence training and protocols.
12     (a) Circuit judges and associate judges assigned to
13 domestic violence cases, as defined in paragraph (3) of Section
14 103 of this Act, are encouraged to participate in domestic
15 violence training. Such training is recommended to be developed
16 and administered by the Administrative Office of the Illinois
17 Courts.
18     (b) The Office of the State's Attorney shall develop or
19 update existing protocols to educate victims of domestic
20 violence requesting the issuance of orders of protection.
21     (c) The Office of the State's Attorney shall:
22         (1) refer each victim of a domestic violence offense to

1     individualized support and advocacy;
2         (2) develop additional techniques and protocols that
3     will enhance Assistant State's Attorneys in prosecuting
4     domestic violence cases;
5         (3) develop protocols to facilitate early
6     identification of individuals with the propensity to
7     commit escalating violence;
8         (4) refer victims of domestic violence to accessible
9     civil legal services; and
10         (5) refer victims of domestic violence to such services
11     that provide counseling, shelter, day care, or emergency
12     financial assistance.
13     (d) All domestic violence protocols to be developed or
14 updated pursuant to this Section shall incorporate applicable
15 best practices, principles, and guidelines of the most current
16 domestic violence protocol developed for law enforcement,
17 prosecution, and the judiciary by the Illinois Criminal Justice
18 Information Authority.
