SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Personal Services Budget Continuation Act. Provides that, if there is no applicable State appropriation for personal services and State contributions to Social Security in effect on the first day of any State fiscal year, then amounts shall be appropriated for those purposes that are equal to the previous fiscal year's line item appropriations. Provides that the Act is an irrevocable and continuing appropriation. Effective immediately.

1     AN ACT concerning finance.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 1. Short title. This Act may be cited as the
5 Personal Services Budget Continuation Act.
 
6     Section 5. No budget; personal services and Social Security
7 appropriations. Notwithstanding any other provision of law, if
8 there is no applicable State appropriation for personal
9 services and State contributions to Social Security in effect
10 on the first day of any State fiscal year, then amounts shall
11 be appropriated for those purposes that are equal to the line
12 item appropriations for those services and contributions for
13 the immediately preceding fiscal year. These appropriations
14 shall be from the same funds as in the previous fiscal year.
15 When amounts are thereafter appropriated by law for those
16 purposes and from those funds for that fiscal year, then any
17 amounts appropriated under this Act for that fiscal year shall
18 be deducted from the line item amounts thereafter appropriated
19 by law.
 
20     Section 10. Continuing appropriation. This Act is an
21 irrevocable and continuing appropriation for fiscal year 2011
22 and each fiscal year thereafter.

1     Section 99. Effective date. This Act takes effect upon
2 becoming law.
