SYNOPSIS AS INTRODUCED:
 
30 ILCS 105/5.756 new
30 ILCS 105/6z-76 new
35 ILCS 5/507UU new

    Amends the Illinois Income Tax Act. Creates a tax checkoff for the Habitat for Humanity Fund. Amends the State Finance Act to create the Fund. Provides that moneys in the Fund shall be appropriated to the Department of Human Services for grants supporting Habitat for Humanity projects in Illinois. Effective immediately.

1     AN ACT concerning finance.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Finance Act is amended by adding
5 Sections 5.756 and 6z-76 as follows:
 
6     (30 ILCS 105/5.756 new)
7     Sec. 5.756. The Habitat for Humanity Fund.
 
8     (30 ILCS 105/6z-76 new)
9     Sec. 6z-76. The Habitat for Humanity Fund; creation. The
10 Habitat for Humanity Fund is created as a special fund in the
11 State treasury. Moneys in the Fund shall be appropriated to the
12 Department of Human Services for the purpose of making grants
13 to Habitat for Humanity of Illinois, Inc., for the purpose of
14 supporting Habitat for Humanity projects in Illinois.
 
15     Section 10. The Illinois Income Tax Act is amended by
16 adding Section 507UU as follows:

18     Sec. 507UU. Habitat for Humanity fund checkoff. For taxable
19 years beginning on and after January 1, 2010, the Department
20 shall print on its standard individual income tax form a

1 provision indicating that if the taxpayer wishes to contribute
2 to the Habitat for Humanity Fund as authorized by this
3 amendatory Act of the 96th General Assembly, he or she may do
4 so by stating the amount of the contribution (not less than $1)
5 on the return and that the contribution will reduce the
6 taxpayer's refund or increase the amount of the payment to
7 accompany the return. Failure to remit any amount of increased
8 payment shall reduce the contribution accordingly. This
9 Section shall not apply to an amended return.
 
10     Section 99. Effective date. This Act takes effect upon
11 becoming law.
