SYNOPSIS AS INTRODUCED:

Amends the Department of Employment Security Law of the Civil Administrative Code of Illinois, the University of Illinois Act, and the Unified Code of Corrections. Creates the Illinois Community Justice Project. Provides that, subject to appropriation, the University of Illinois Extension shall deliver training on behalf of the Department of Corrections to incarcerated persons, families, support networks of incarcerated persons, and Department of Corrections staff and their families to facilitate better conditions and treatment among inmates, among inmates and their support networks and families, and among inmates and facility staff. Provides that, subject to appropriation, the University of Illinois Extension shall also make available throughout the State, programs for local government officials, local businesses, and service organizations to enhance communities relating to the reentry of ex-offenders into those communities and improve reduction of recidivism. Provides that, subject to appropriation, the University of Illinois Extension, in partnership with county probation and district parole offices, shall also provide local research-based cognitive programming to recently released parolees and persons on probation to reduce recidivism in local areas.

AN ACT concerning corrections.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Department of Employment Security Law of the Civil Administrative Code of Illinois is amended by adding Section 1005-165 as follows:

Sec. 1005-165. Illinois Community Justice Project. The Department shall exercise the duties prescribed to it in Section 3-20-5 of the Unified Code of Corrections.

Section 10. The University of Illinois Act is amended by adding Section 80 as follows:

Sec. 80. Illinois Community Justice Project. The University of Illinois Extension shall exercise the duties prescribed to it in Section 3-20-5 of the Unified Code of Corrections.

Section 15. The Unified Code of Corrections is amended by adding Article 20 to Chapter III as follows:

ARTICLE 20. ILLINOIS COMMUNITY JUSTICE PROJECT

Sec. 3-20-5. Illinois Community Justice Project.

(a) The Illinois Community Justice Project is created. The University of Illinois Extension shall deliver training on behalf of the Department of Corrections to incarcerated persons, families, support networks of incarcerated persons, and Department of Corrections staff and their families to facilitate better conditions and treatment among inmates, among inmates and their support networks and families, and among inmates and facility staff. The University of Illinois Extension shall also make available throughout the State, programs for local government officials, local businesses, and service organizations to enhance communities relating to the reentry of ex-offenders into those communities and improve reduction of recidivism. The University of Illinois Extension, in partnership with county probation and district parole offices, shall also provide local research-based cognitive programming to recently released parolees and persons on probation to reduce recidivism in local areas. Extension professionals, county probation and district parole officers shall be trained in and shall co-deliver the nationally-accredited National Curriculum Training Institute's Crossroads cognitive behavior change curricula, certified by the American Probation & Parole Association (or comparable cognitive-based program) to local parolees and probationers within 90 days of the person being placed on parole or probation. Parolees and probationers shall assume a portion of the costs of the Crossroads program through the assessment of a fee, set by the Board of Trustees of the University of Illinois, not to exceed $20 per session. The Illinois Department of Employment Security and local employment offices shall partner with the University of Illinois Extension to periodically deliver programs to local businesses on employment of ex-offenders in their communities. Illinois Department of Employment Security staff shall attend events to discuss federal incentives and employment processes, concerns, and benefits of hiring ex-offenders.

(b) The provisions of this Section do not apply unless an appropriation by the General Assembly is made for such purposes.

(c) For the purposes of this Section, "parolees" include persons serving a mandatory supervised release term; and "persons on probation" include persons serving a term of conditional discharge.
