1     AN ACT concerning transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Finance Act is amended by adding
5 Sections 5.755 and 5.756 as follows:
 
6     (30 ILCS 105/5.755 new)
7     Sec. 5.755. The 4-H Fund.
 
8     (30 ILCS 105/5.756 new)
9     Sec. 5.756. The Ducks Unlimited Fund.
 
10     Section 10. The Illinois Vehicle Code is amended by adding
11 Sections 3-689 and 3-690 as follows:
 
12     (625 ILCS 5/3-689 new)
13     Sec. 3-689. 4-H license plates.
14     (a) The Secretary, upon receipt of all applicable fees and
15 applications made in the form prescribed by the Secretary, may
16 issue special registration plates designated as 4-H license
17 plates. The special plates issued under this Section shall be
18 affixed only to passenger vehicles of the first division and
19 motor vehicles of the second division weighing not more than
20 8,000 pounds. Plates issued under this Section shall expire

1 according to the multi-year procedure established by Section
2 3-414.1 of this Code.
3     (b) The design and color of the plates is wholly within the
4 discretion of the Secretary of State. Appropriate
5 documentation, as determined by the Secretary, shall accompany
6 the application. The Secretary, in his or her discretion, may
7 allow the plates to be issued as vanity or personalized plates
8 under Section 3-405.1 of this Code. The Secretary shall
9 prescribe stickers or decals as provided under Section 3-412 of
10 this Code.
11     (c) An applicant for the special plate shall be charged a
12 $40 fee for original issuance in addition to the appropriate
13 registration fee. Of this fee, $25 shall be deposited into the
14 4-H Fund and $15 shall be deposited into the Secretary of State
15 Special License Plate Fund, to be used by the Secretary to help
16 defray the administrative processing costs.
17     For each registration renewal period, a $12 fee, in
18 addition to the appropriate registration fee, shall be charged.
19 Of this fee, $10 shall be deposited into the 4-H Fund and $2
20 shall be deposited into the Secretary of State Special License
21 Plate Fund.
22     (d) The 4-H Fund is created as a special fund in the State
23 treasury. All money in the 4-H Fund shall be paid, subject to
24 appropriation by the General Assembly and approval by the
25 Secretary of State, as grants to the Illinois 4-H Foundation, a
26 tax exempt entity under Section 501(c)(3) of the Internal

1 Revenue Code, for the funding of 4-H programs in Illinois.

3     Sec. 3-690. Ducks Unlimited license plates.

12 established by Section 3-414.1 of this Code.

5 Fund and $2 shall be deposited into the Secretary of State
6 Special License Plate Fund.
7     (d) The Ducks Unlimited Fund is created as a special fund
8 in the State treasury. All moneys in the Ducks Unlimited Fund
9 shall be paid, subject to appropriation by the General Assembly
10 and approval by the Secretary, as grants to fund wetland
11 protection, enhancement, and restoration projects in the State
12 of Illinois, to fund education and outreach for media,
13 volunteers, members, and the general public regarding
14 waterfowl and wetlands conservation in the State of Illinois,
15 and to cover the reasonable cost for Ducks Unlimited special
16 plate advertising and administration of the wetland
17 conservation projects and education program.
