HOUSE JOINT RESOLUTION

 
2     WHEREAS, The economic downturn is having a critical impact
3 on everyday Americans who are struggling to maintain or find
4 jobs in an increasingly difficult environment; and
 
5     WHEREAS, Those same Americans are the taxpayers that
6 provide the revenue needed to operate essential government
7 services; and
 
8     WHEREAS, Congress has approved and President Obama has
9 signed into law a taxpayer-sponsored economic recovery package
10 that will provide billions of dollars to help economically
11 devastated cities and states immediately provide jobs to
12 millions of out-of-work Americans through considerable
13 infrastructure rebuilding, green energy projects, and other
14 projects that will require manufactured components; and
 
15     WHEREAS, Our taxpayer dollars should be spent to maximize
16 the creation of American jobs and to restore the economic
17 vitality of our communities; and
 
18     WHEREAS, Any domestically produced products that are
19 purchased with economic recovery plan moneys will immediately
20 help struggling American families and will help to stabilize
21 our greater economy; and

1     WHEREAS, Any economic recovery plan spending should, to the
2 extent possible, include a commitment from the State to buy
3 materials, goods, and services that are produced within the
4 United States, thus employing the very workers who pay the
5 taxes for the economic recovery plan spending in the first
6 place; therefore, be it
 
7     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
8 NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
9 SENATE CONCURRING HEREIN, that the State will work to maximize
10 the creation of American jobs and restore economic growth and
11 opportunity by spending economic recovery plan funds on
12 products and services that both create jobs and help keep
13 Americans employed; and be it further
 
14     RESOLVED, That the State commits to purchasing only
15 products and services that are made or performed in the United
16 States whenever and wherever possible with any economic
17 recovery moneys provided to the State by the American
18 taxpayers; and be it further
 
19     RESOLVED, That the State will publish any requests to waive
20 these procurement priorities so as to give American workers and
21 producers the opportunity to identify and provide the American
22 products and services that will maximize the success of our
