HOUSE RESOLUTION

 
2     WHEREAS, The members of the Illinois House of
3 Representatives are pleased to congratulate Jeffrey A. Swoboda
4 on being named the Police Chief of Elgin; and
 
5     WHEREAS, Chief Swoboda was sworn in as Elgin's Chief of
6 Police on April 16, 2010; and
 
7     WHEREAS, Before becoming police chief, he served as acting
8 police chief; he began his career at the age of 22 and also
9 served for five years in the Resident Officer Program of Elgin
10 (ROPE); and
 
11     WHEREAS, Chief Swoboda has led each of the department's
12 three bureaus as a deputy chief and has extensive experience in
13 everything from investigations and emergency management to
14 budgeting and technology; and
 
15     WHEREAS, Chief Swoboda serves on the board of the Boys and
16 Girls club of Elgin and has been an adjunct faculty member at
17 Elgin Community College for the last 10 years; he has a
18 Bachelor of Arts degree in criminal justice from Aurora
19 University and a Master of Arts degree in law enforcement
20 administration from Western Illinois University; he also holds
21 a certificate of graduate studies in public administration from

1 Northern Illinois University and is pursuing a Masters in
2 Business Administration at North Central College; and
 
3     WHEREAS, He has extensive executive training and has
4 certificates from Northwestern University, University of Notre
5 Dame, and the Kennedy School of Government; he is also a
6 graduate of the Federal Bureau of Investigation's National
7 Academy; therefore, be it
 
8     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
9 NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
10 congratulate Chief Jeffrey Swoboda on his new position and wish
11 him the best as he leads the Elgin Police Department; and be it
12 further
 
13     RESOLVED, That a suitable copy of this resolution be
14 presented to Chief Jeffrey Swoboda as a symbol of our respect
15 and esteem.
