HOUSE RESOLUTION

 
2     WHEREAS, The Bureau of the Census is charged by the United
3 States Constitution to make an actual enumeration of all
4 persons in the United States within every term of ten years;
5 and
 
6     WHEREAS, The apportionment of Representatives among the
7 several States to the Congress of the United States is charged
8 by the U.S. Constitution to be determined by the number of
9 persons established by the actual enumeration conducted by the
10 Bureau of the Census; and
 
11     WHEREAS, The apportionment of electors among the several
12 States that elect the President, together with the Vice
13 President of the United States, is charged by the Constitution
14 to be equal to the whole number of Senators and Representatives
15 to which the State may be entitled in the Congress; and
 
16     WHEREAS, Congress has delegated authority to the Bureau of
17 the Census to conduct the decennial census and has established
18 that the Bureau of the Census is to be administered within and
19 under the jurisdiction of the Department of Commerce; and
 
20     WHEREAS, Congress has further established that the
21 executive branch is limited to providing support for the Bureau

1 of the Census in the form of information and resources; and
 
2     WHEREAS, Policy makers and planners of all levels of
3 government rely on these data to make important decisions
4 regarding government services, including the allocation of
5 federal funding; and
 
6     WHEREAS, The public has an interest in having an accurate
7 and unbiased census count that must be operated above the
8 suspicion of politics or presidential meddling; therefore, be
9 it
 
10     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
11 NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
12 urge the President of the United States to keep the
13 administration of the United States census within the
14 Department of Commerce and not under the direct management of
15 the White House; and be it further
 
16     RESOLVED, That a suitable copy of this resolution be
17 presented to the President of the United States.
