HOUSE RESOLUTION

 
2     WHEREAS, The Emergency Medical Services (EMS) Systems Act
3 enacted by Public Act 81-1518, passed December 15, 1980 and
4 Amendment 88-1 mandates the establishment within the
5 Department of Public Health a central authority responsible for
6 the coordination and integration of all activities within the
7 State concerning pre-hospital and inter-hospital emergency
8 medical services, as well as non-emergency medical transports
9 and the overall planning, evaluation, and regulation of
10 pre-hospital emergency medical services systems; and
 
11     WHEREAS, The Illinois Emergency Medical Services Director
12 position has been vacant for over 3 years, leaving all
13 Illinoisans at risk; and
 
14     WHEREAS, There is an urgent need for the leadership of an
15 Emergency Medical Services Director within each of the 11 EMS
16 Regions immediately; therefore, be it
 
17     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
18 NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
19 pursuant to Public Act 81-1518, it is mandated that the State
20 must appoint an Emergency Medical Services Director
21 immediately; and be it further

1     RESOLVED, That he or she must, at a minimum, have current
2 credentials as an Emergency Medical Services provider and have
3 extensive and current knowledge of all aspects of the EMS
4 system; and be it further
 
5     RESOLVED, That the Emergency Medical Services Director
6 must encompass all aspects related to the quality and
7 availability of medical care within the State; and be it
8 further
 
9     RESOLVED, That the Emergency Medical Services Director
10 must serve as an advocate for efficient and effective emergency
11 medical services throughout the State; and be it further
 
12     RESOLVED, That the Emergency Medical Services Director
13 must ensure that the delivery of emergency medical care is
14 consistent with prevailing standards and that quality of care
15 management is maintained in a manner that ensures professional
16 and public accountability for emergency medical care provided
17 in the State of Illinois; and be it further
 
18     RESOLVED, That the Emergency Medical Services Director
19 must appoint and oversee each of the State's EMS Regional
20 Directors and their committee members and ensure all prevailing
21 statutes are complied with according to federal and State laws,
22 establish an office of Pre-EMS to address bystander care

1 intervention, and appoint its officer; and be it further
 
2     RESOLVED, That the newly appointed Emergency Medical
3 Services Director must report directly to the Director of
4 Public Health and secure a statewide Emergency Medical Services
5 budget, through the Illinois Department of Public Health to
6 accommodate the growing needs of EMS throughout this State.
