HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives are pleased to congratulate Rockford Alderman Victory Bell on the occasion of his retirement; and

WHEREAS, Victory Bell is a graduate of West High School and is retired from Ameritech; he currently serves as a manager at the Illinois Secretary of State Facility in Rockford; and

WHEREAS, Victory Bell was elected to serve as the 5th Ward Alderman on the Rockford City Council in 1971, making him the first African American to be elected as an Alderman in Rockford; in addition, his 37 years of service on the Rockford City Council makes him the longest serving Alderman in the State of Illinois, a testament to his dedication to the citizens of Rockford; and

WHEREAS, Victory Bell is a member of the Pilgrim Baptist Church and the NAACP; and

WHEREAS, Victory Bell has been included in the Who's Who Among African American Leaders and was selected as one of the most influential leaders in the Rockford area by the Rockford Register-Star; and

WHEREAS, Victory Bell and his wife, Carol, have six children and five grandchildren; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Victory Bell on the occasion of his retirement, thank him for his many years of service to the citizens of Rockford and the State of Illinois, and wish him continued success and happiness in the future; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Victory Bell as a symbol of our esteem and respect.
