1     AN ACT concerning elections.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Election Code is amended by adding Section
5 1-20 as follows:
 
6     (10 ILCS 5/1-20 new)
7     Sec. 1-20. Public university registration and voting pilot
8 project. For the 2010 General Election, in addition to all
9 other locations at which the election authority is required or
10 permitted by this Code to conduct grace period registration,
11 grace period voting, or early voting, each election authority
12 shall conduct grace period registration, grace period voting,
13 and early voting at a central, high student traffic location on
14 the campus of each public university within the election
15 authority's jurisdiction. For the purposes of this Section,
16 "public university" means the University of Illinois, Southern
17 Illinois University, Chicago State University, Eastern
18 Illinois University, Governors State University, Illinois
19 State University, Northeastern Illinois University, Northern
20 Illinois University, and Western Illinois University. The
21 registration conducted under this Section shall be available to
22 any qualified resident of this State, including students, staff
23 members, and faculty members of the host campus. The voting

1 conducted under this Section shall be available to any
2 qualified voter of the election jurisdiction, including
3 students, staff members, and faculty members of the host
4 campus, notwithstanding any provision of Section 19A-10
5 permitting an election authority to designate the use of
6 specified early voting polling places.
7     The registration and voting required by this Section to be
8 conducted on campus must be conducted as otherwise required by
9 this Code, except that the election authority is not required
10 to conduct registration or voting under this Section at times
11 other than the regular business hours of the host campus.
12     Each public university shall make the space available in a
13 central, high student traffic area for, and cooperate and
14 coordinate with the appropriate election authority in, the
15 implementation of this Section.
16     By March 1, 2011, the election authorities affected by this
17 pilot project shall report to the State Board of Elections the
18 following information: (i) the total number of individuals that
19 engaged in grace period registration, grace period voting, or
20 early voting at the campus site and (ii) how grace period
21 registration, grace period voting, or early voting at the
22 campus site was conducted.
 
23     Section 99. Effective date. This Act takes effect upon
24 becoming law.
