HOUSE JOINT RESOLUTION

 
2    WHEREAS, The Professional Review Panel is responsible for
3evaluating and recommending modifications to the
4Evidence-Based Funding Formula to ensure all students have
5access to a quality education, including educational support
6services; and
 
7    WHEREAS, Educational support services are provided by
8employees, including, but not limited to, custodial employees,
9transportation employees, food service providers, classroom
10assistants, administrative staff, and paraprofessional
11educators; and
 
12    WHEREAS, Employees providing educational support services
13are accomplished professionals who keep our schools running
14and our students safe, healthy, and ready to learn; and
 
15    WHEREAS, Low wages are contributing to Illinois' shortage
16of employees providing educational support services; and
 
17    WHEREAS, A minimum hourly rate of no less than $22 is
18recommended for employees providing educational support
19services; therefore, be it
 
20    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE

1HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
2SENATE CONCURRING HEREIN, that we direct the Professional
3Review Panel and the Illinois State Board of Education to
4conduct the analysis and financial modeling required to
5evaluate the implications of implementing the recommended $22
6minimum hourly rate for employees providing educational
7support services; and be it further
 
8    RESOLVED, That the analyses should include the district
9impact of incremental increases beginning with $20 in school
10year 2025-2026, $21 dollars in school year 2026-2027, and $22
11in school year 2027-2028; and be it further
 
12    RESOLVED, That the Professional Review Panel and the
13Illinois State Board of Education should include their
14findings in a written report to the General Assembly and
15Governor by December 31, 2024.
