SYNOPSIS AS INTRODUCED:

30 ILCS 105/6z-140 new

    Amends the State Finance Act. Creates the Opioid Antagonist Bulk Purchase Fund. Provides that the Fund may receive gifts, grants, bequests, donations, and moneys from any other lawful source, public or private. Requires any interest earned on moneys in the Fund to be deposited into the Fund. Provides that subject to appropriation, moneys in the Opioid Antagonist Bulk Purchase Fund shall be used by the Department of Human Services for bulk purchasing of opioid antagonists and for the making of grants for the distribution of opioid antagonists. Requires the Department of Human Services to adopt rules establishing requirements for the distribution of grant moneys and the determination of which persons or entities are eligible for and most in need of those grants, and gives it authority to adopt any other rules necessary to implement the provisions and administer the Fund. Effective immediately.

1    AN ACT concerning finance.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Sections 5.1012 and 6z-140 as follows:
 
6    (30 ILCS 105/5.1012 new)
7    Sec. 5.1012. The Opioid Antagonist Bulk Purchase Fund.

9    Sec. 6z-140. The Opioid Antagonist Bulk Purchase Fund.
10    (a) The Opioid Antagonist Bulk Purchase Fund is created as
11a special fund in the State treasury. The Fund may receive
12gifts, grants, bequests, donations, and moneys from any other
13lawful source, public or private. Any interest earned on
14moneys in the Fund shall be deposited into the Fund.
15    (b) Subject to appropriation, moneys in the Opioid
16Antagonist Bulk Purchase Fund shall be used by the Department
17of Human Services for bulk purchasing of opioid antagonists
18and for the making of grants for the distribution of opioid
19antagonists.
20    (c) The Department of Human Services shall adopt rules
21establishing requirements for the distribution of grant moneys
22and the determination of which persons or entities are

1eligible for and most in need of those grants, and it may adopt
2any other rules necessary to implement this Section and
3administer the Fund.
 
4    Section 99. Effective date. This Act takes effect upon
5becoming law.
