SYNOPSIS AS INTRODUCED:

730 ILCS 205/2-30

Amends the No Representation Without Population Act. Provides that the demographic data of persons incarcerated in Department of Corrections facilities provided by the Department of Corrections to the State Board of Elections shall be used only as the basis for determining Legislative Districts, Representative Districts, and all local government districts that are based on population (rather than Legislative and Representative Districts).

AN ACT concerning criminal law.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The No Representation Without Population Act is amended by changing Section 2-30 as follows:

Sec. 2-30. Data; Legislative and Representative Districts. The data prepared by the State Board of Elections in Section 2-25 shall be used only as the basis for determining Legislative Districts, and Representative Districts, and all local government districts that are based on population. Residences at unknown geographic locations within the State under subsection (c) of Section 2-25 shall not be used to determine the ideal population of any set of districts, wards, or precincts. The data prepared by the State Board of Elections in Section 2-25 shall not be used in the distribution of any State or federal aid.
