SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of Leslie Ann Walker Dixon, who passed
4away on September 4, 2023; and
 
5    WHEREAS, Leslie Walker Dixon, the daughter of Arthur
6DeWitt Walker Jr. and Dr. Jeanne Eugenia Marani Walker, was
7born in Edmonton, Alberta, Canada on February 20, 1959; she
8earned her Bachelor of Science in Administrative Science and
9Psychology from Yale College and her Master of Business
10Administration in Finance from Rutgers University; and
 
11    WHEREAS, Leslie Walker Dixon dedicated her career to
12ensuring vulnerable and underserved populations had access to
13high-quality health care, serving as a leader in managed care
14for 30 years; and
 
15    WHEREAS, Leslie Walker Dixon, when serving as Chief
16Executive Officer of IlliniCare, opened an 80,000-square-foot
17call center in impoverished Carbondale that employed 350
18citizens; and
 
19    WHEREAS, Leslie Walker Dixon provided leadership to expand
20Medicaid statewide from 12 to 102 counties, resulting in more
21communities receiving free or low-cost healthcare coverage;

2    WHEREAS, Leslie Walker Dixon spearheaded healthcare
3solutions that focused on the social determinants of health or
4an individual's unique circumstances that impact their health
5and well-being; and
 
6    WHEREAS, Leslie Walker Dixon was responsible for leading
7efforts to expand healthcare coverage and the view of health
8disparities, especially among the vulnerable, and to innovate
9and deliver "whole health" solutions for underserved people,
10families, and communities in Illinois, Georgia, Indiana, and
11Ohio, making health care more equitable and accessible; and
 
12    WHEREAS, Leslie Walker Dixon's impact on the people around
13her, on business, and on the community spans far and wide,
14crossing the barriers of gender, race, culture, and
15socioeconomic status; she will be remembered for her
16commitment to supporting the health of our State's most
17vulnerable and underserved people and communities; therefore,
18be it
 
19    RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
20ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
21Leslie Ann Walker Dixon and extend our sincere condolences to
22her family, friends, and all who knew and loved her; and be it
