SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of Mark Allen Whitbeck of Moline, who
4passed away on December 7, 2023; and
 
5    WHEREAS, Mark Whitbeck was born to Theodore and Marillyn
6(Engvall) Whitbeck in Quonset Point, Rhode Island on January
723, 1955; he served in the U.S. Air Force; he was previously
8married to Susan Hansen and met his long-time partner, Kathy
9Umstattd, in 2004; and
 
10    WHEREAS, Mark Whitbeck worked for the Rock Island County
11Sheriff's Department for over two decades; and
 
12    WHEREAS, Mark Whitbeck was an avid angler who loved the
13art of fishing; he was a committed fan of the St. Louis
14Cardinals and Chicago Bears; he was an animal lover who found
15delight in the company of his pets and his granddogs; he had a
16great sense of humor and an infectious laugh and was the
17steadfast pillar of his family; he will be remembered for his
18legacy of love, laughter, dedication, and unyielding
19commitment to those he held dear; and
 
20    WHEREAS, Mark Whitbeck was preceded in death by his
21parents and his brother-in-law, Fernando Patino; and

1    WHEREAS, Mark Whitbeck is survived by his partner, Kathy;
2his daughter, Victoria (fiance, Jared Smet) Umstattd; his
3granddaughters, Cali, Aubrey, Avreigh, and Kinsley; his
4sisters, Christi Steiner and Laura (Oscar) Rico; his uncle,
5Tom Engvall; his nieces and nephews, Joel (Shelly) Vroman,
6Vanessa (Brian) DeRiemacker, Anthony Patino, and Emmanda
7(Adam) Merrill; his great-nephews, Devon and Garrett; and a
8host of cousins and friends; therefore, be it
 
9    RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
10ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
11Mark Allen Whitbeck and extend our sincere condolences to his
12family, friends, and all who knew and loved him; and be it
13further
 
14    RESOLVED, That a suitable copy of this resolution be
15presented to the family of Mark Whitbeck as an expression of
16our deepest sympathy.
