1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Construction Law is amended by
5changing Section 5-200 as follows:
 
6    (105 ILCS 230/5-200)
7    Sec. 5-200. School energy efficiency grants.
8    (a) The State Board of Education is authorized to make
9grants to school districts and special education cooperatives,
10without regard to enrollment, for school energy efficiency
11projects. These grants shall be paid out of moneys appropriated
12for that purpose from the School Infrastructure Fund. No grant
13under this Section for one fiscal year shall exceed $250,000,
14but a school district or special education cooperative may
15receive grants for more than one project during one fiscal
16year. A school district or special education cooperative must
17provide local matching funds in an amount equal to the amount
18of the grant under this Section. A school district or special
19education cooperative has no entitlement to a grant under this
20Section.
21    (b) The State Board of Education shall adopt rules to
22implement this Section. These rules need not be the same as the
23rules for school construction project grants or school

1maintenance project grants. The rules may specify:
2        (1) the manner of applying for grants;
3        (2) project eligibility requirements;
4        (3) restrictions on the use of grant moneys;
5        (4) the manner in which school districts and special
6    education cooperatives must account for the use of grant
7    moneys; and
8        (5) any other provision that the State Board determines
9    to be necessary or useful for the administration of this
10    Section.
11    (c) In each school year in which school energy efficiency
12project grants are awarded, 20% of the total amount awarded
13shall be awarded to a school district in a city with a
14population of more than 500,000, provided that the school
15district complies with the requirements of this Section and the
16rules adopted under this Section.

18    Section 99. Effective date. This Act takes effect upon
19becoming law.
