Amends the State Employees Group Insurance Act of 1971, the Illinois Pension Code, the Metropolitan Transit Authority Act, and the Regional Transportation Authority Act. Beginning on the effective date of the amendatory Act, eliminates compensation and pension and group insurance benefits for members of the Regional Transportation Authority Board, Suburban Bus Board, Commuter Rail Board, and Chicago Transit Authority Board. Effective immediately.

AN ACT concerning government.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The State Employees Group Insurance Act of 1971 is amended by adding Sections 2.5, 2.6, 2.7, and 2.8 as follows:

Sec. 2.5. Application to Regional Transportation Authority Board members. On and after the effective date of this amendatory Act of the 97th General Assembly, this Act does not apply to any member of the Regional Transportation Authority Board.

Sec. 2.6. Application to Suburban Bus Board members. On and after the effective date of this amendatory Act of the 97th General Assembly, this Act does not apply to any member of the Suburban Bus Board.

(5 ILCS 375/2.7 new)

Sec. 2.7. Application to Commuter Rail Board members. On and after the effective date of this amendatory Act of the 97th General Assembly, this Act does not apply to any member of the Commuter Rail Board.

(5 ILCS 375/2.8 new)

Sec. 2.8. Application to Chicago Transit Authority Board members. On and after the effective date of this amendatory Act of the 97th General Assembly, this Act does not apply to any member of the Chicago Transit Authority Board.

Section 10. The Illinois Pension Code is amended by adding Sections 22-105, 22-106, 22-107, and 22-108 as follows:

Sec. 22-105. Application to Regional Transportation Authority Board members. On and after the effective date of this amendatory Act of the 97th General Assembly, this Code does not apply to any member of the Regional Transportation Authority Board.

Sec. 22-106. Application to Suburban Bus Board members. On and after the effective date of this amendatory Act of the 97th General Assembly, this Code does not apply to any member of the Suburban Bus Board.

Sec. 22-107. Application to Commuter Rail Board members. On and after the effective date of this amendatory Act of the 97th General Assembly, this Code does not apply to any member of the Commuter Rail Board.

Sec. 22-108. Application to Chicago Transit Authority Board members. On and after the effective date of this amendatory Act of the 97th General Assembly, this Code does not apply to any member of the Chicago Transit Authority Board.

Section 15. The Metropolitan Transit Authority Act is amended by changing Sections 19 and 22 as follows:

Sec. 19. Compensation; pension; benefits.

(a) The governing and administrative body of the Authority shall be a board consisting of seven members, to be known as Chicago Transit Board. Members of the Board shall be residents of the metropolitan area and persons of recognized business ability. No member of the Board of the Authority shall hold any other office or employment under the Federal, State or any County or any municipal government except an honorary office without compensation or an office in the National Guard. No employee of the Authority shall hold any other office or employment under the Federal, State or any County or any municipal government except an office with compensation not exceeding $15,000 annually or a position in the National Guard or the United States military reserves. Provided, however, that the Chairman may be a member of the Board of the Regional Transportation Authority. No member of the Board or employee of the Authority shall have any private financial interest, profit or benefit in any contract, work or business of the Authority nor in the sale or lease of any property to or from the Authority.

(b) Until the effective date of this amendatory Act of the 97th General Assembly, the The salary of each member of the initial Board shall be $15,000.00 per annum, and such salary shall not be increased or diminished during his or her term of office. The salaries of successor members of the Board shall be fixed by the Board and shall not be increased or diminished during their respective terms of office. No Board member shall be allowed any fees, perquisites or emoluments, reward or compensation for his or her services as a member or officer of the Authority aside from his or her salary or pension, but he or she shall be reimbursed for actual expenses incurred by him or her in the performance of his or her duties.

(c) On and after the effective date of this amendatory Act of the 97th General Assembly, members of the Board shall receive no annual salary or other compensation for their service in office, except that each member shall be reimbursed for actual expenses incurred in the performance of his or her duties.

No service or contribution shall be credited in any retirement system or pension fund, under the Illinois Pension Code or otherwise, to the chairman or any other member of the Board for service in that office beginning on the effective date of this amendatory Act of the 97th General Assembly, and no public funds shall be appropriated, expended, or otherwise obligated for such a retirement system or pension fund credit. Beginning on the effective date of this amendatory Act of the 97th General Assembly, the chairman or any other member of the Board shall receive no financial benefit or perquisite for his or her service in such office, including without limitation participation in a program of life or health insurance.

Sec. 22. Chairperson; terms; compensation. As soon as possible after the appointment of the initial members, the board shall organize for the transaction of business, select a chairman and a temporary secretary from its own number, and adopt by-laws, rules and regulations to govern its proceedings. The initial chairman and successors shall be elected by the Board from time to time for the term of his or her office as a member of the Board or for the term of three years, whichever is shorter.

Until the effective date of this amendatory Act of the 97th General Assembly, the The Board shall fix the salary of the chairman in addition to his or her salary as a member of the Board, which shall not be increased or diminished during his or her term of office as chairman. But if the chairman is engaged in any other business or employment during his or her term as chairman, his or her annual salary shall be not more than $25,000. Beginning on the effective date of this amendatory Act of the 97th General Assembly, the chairperson shall receive no annual salary or other compensation for his or her service in office, except that the chairperson shall be reimbursed for actual expenses incurred in the performance of his or her duties.

Section 25. The Regional Transportation Authority Act is amended by changing Sections 3.04, 3A.06, and 3B.06 as follows:

Sec. 3.04. Compensation; pension; benefits. Until the effective date of this amendatory Act of the 97th General Assembly, each Each Director including the Chairman, except for the Chairman of the Chicago Transit Authority who shall not be compensated by the Authority, shall be compensated at the rate of $25,000 per year. Beginning on the effective date of this amendatory Act of the 97th General Assembly, Directors of the Regional Transportation Authority Board, including the Chairman, shall receive no annual salary or other compensation for their service in office, except that the Chairman and each Director shall be reimbursed for actual expenses incurred in the performance of his or her duties.

No service or contribution shall be credited in any retirement system or pension fund, under the Illinois Pension Code or otherwise, to the Chairman or any other Director for service in that office beginning on the effective date of this amendatory Act of the 97th General Assembly, and no public funds shall be appropriated, expended, or otherwise obligated for such a retirement system or pension fund credit. Beginning on the effective date of this amendatory Act of the 97th General Assembly, the Chairman or any other Director shall receive no financial benefit or perquisite for his or her service in such office, including without limitation participation in a program of life or health insurance.

Officers of the Authority shall not be required to comply with the requirements of the Public Funds Statement Publication Act "An Act requiring certain custodians of public moneys to file and publish statements of the receipts and disbursements thereof", approved June 24, 1919, as now or hereafter amended.

Beginning on the effective date of this amendatory Act of the 97th General Assembly, members of the Suburban Bus Board, including the chairman, shall receive no annual salary or other compensation for their service in office, except that the chairman and each Each member shall be reimbursed for actual expenses incurred in the performance of his or her duties, not to exceed $5000 per year.

No service or contribution shall be credited in any retirement system or pension fund, under the Illinois Pension Code or otherwise, to the chairman or any other member of the Board for service in that office beginning on the effective date of this amendatory Act of the 97th General Assembly, and no public funds shall be appropriated, expended, or otherwise obligated for such a retirement system or pension fund credit. Beginning on the effective date of this amendatory Act of the 97th General Assembly, the chairman or any other member of the Board shall receive no financial benefit or perquisite for his or her service in such office, including without limitation participation in a program of life or health insurance.

Officers of the Division shall not be required to comply with the requirements of the Public Funds Statement Publication Act "An Act requiring certain custodians of public monies to file and publish statements of the receipts and disbursements thereof", approved June 24, 1919, as now or hereafter amended.

Beginning on the effective date of this amendatory Act of the 97th General Assembly, members of the Commuter Rail Board, including the chairman, shall receive no annual salary or other compensation for their service in office, except that the chairman and each Each member shall be reimbursed for actual expenses incurred in the performance of his duties.

No service or contribution shall be credited in any retirement system or pension fund, under the Illinois Pension Code or otherwise, to the chairman or any other member of the Board for service in that office beginning on the effective date of this amendatory Act of the 97th General Assembly, and no public funds shall be appropriated, expended, or otherwise obligated for such a retirement system or pension fund credit. Except as otherwise provided in this Act, beginning on the effective date of this amendatory Act of the 97th General Assembly, the chairman or any other member of the Board shall receive no financial benefit or perquisite for his or her service in such office, including without limitation participation in a program of life or health insurance.

Officers of the Division shall not be required to comply with the requirements of the Public Funds Statement Publication Act "An Act requiring certain custodians of public monies to file and publish statements of the receipts and disbursements thereof", approved June 24, 1919, as now or hereafter amended.

Section 99. Effective date. This Act takes effect upon becoming law.
