1    AN ACT concerning conservation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Lake Management Program Act is
5amended by changing Section 10 as follows:
 
6    (525 ILCS 25/10)
7    Sec. 10. Task Force on the Conservation and Quality of the
8Great Lakes.
9    (a) The Task Force on the Conservation and Quality of the
10Great Lakes is created for the protection of the water quality
11of the Great Lakes and to educate members of the General
12Assembly and the general population on the conditions of the
13Great Lakes. The Task Force consists of the following members:
14        (1) one member of the Senate appointed by the President
15    of the Senate;
16        (2) one member of the Senate appointed by the Minority
17    Leader of the Senate;
18        (3) one member of the House of Representatives
19    appointed by the Speaker of the House of Representatives;
20        (4) one member of the House of Representatives
21    appointed by the Minority Leader of the House of
22    Representatives;
23        (5) one member appointed by the Governor;

1        (6) the Director of the Environmental Protection
2    Agency, ex officio, or his or her designee;
3        (7) the Director of Natural Resources, ex officio, or
4    his or her designee;
5        (8) the Executive Director of the Illinois
6    International Port District, or his or her designee;
7        (9) the Mayor of the City of Chicago, ex officio, or
8    his or her designee; and
9        (10) one member representing a national alliance that
10    is organized for the purpose of protecting and preserving
11    the Great Lakes; and .
12        (11) one member of the Illinois congressional
13    delegation, or his or her designee, appointed by the
14    Governor.
15The members shall select a chairperson from among themselves.
16    (b) The Environmental Protection Agency shall with the
17assistance of the Department of Natural Resources provide staff
18and support and is responsible for the administration of the
19Task Force. The Task Force shall hold its first meeting within
2090 days after the effective date of this amendatory Act of the
2196th General Assembly. The Task Force shall meet at least once
22each calendar quarter. The members shall serve without
23compensation.
24    (c) The Task Force shall review and discuss various topics
25related to the supply and quality of water in the Great Lakes,
26including, but not limited to:

1        (1) the availability of federal funds for projects
2    related to water quality and supply;
3        (2) the extent of water consumption and use from the
4    Great Lakes;
5        (3) the current and projected water levels of the Great
6    Lakes, particularly of Lake Michigan;
7        (4) levels of water pollution and the sources impacting
8    water quality of the Great Lakes;
9        (5) the impact of water quality and supply issues on
10    recreational activities and natural habitats;
11        (6) the impact of invasive species on the Great Lakes
12    ecosystem; and
13        (7) current laws and regulations affecting the Great
14    Lakes, including the Great Lakes Compact.
15The Task Force may call upon experts to provide additional
16information and testimony.
17    (d) No later than June 1 of each year Each year, the Task
18Force shall submit a report to the General Assembly outlining
19its recommendation concerning any legislative actions to
20protect the water quality and supply of the Great Lakes. The
21first report must be submitted no later than June 1, 2010.

23    Section 99. Effective date. This Act takes effect upon
24becoming law.
