1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by changing
5Sections 3-651, 3-666, 3-667, 3-668, 3-669, 3-676, 3-677,
63-681, 3-686, 3-688, and 3-689 (as added by Public Act 96-1408)
7as follows:
 
8    (625 ILCS 5/3-651)
9    Sec. 3-651. U.S. Marine Corps license plates.
10    (a) In addition to any other special license plate, the
11Secretary, upon receipt of all applicable fees and applications
12made in the form prescribed by the Secretary of State, may
13issue special registration plates designated as U.S. Marine
14Corps license plates to residents of Illinois who meet
15eligibility requirements prescribed by the Secretary of State.
16The special plate issued under this Section shall be affixed
17only to passenger vehicles of the first division, motorcycles,
18motor vehicles of the second division weighing not more than
198,000 pounds, and recreational vehicles as defined by Section
201-169 of this Code. Plates issued under this Section shall
21expire according to the staggered multi-year procedure
22established by Section 3-414.1 of this Code.
23    (b) The design, color, and format of the plates shall be

1wholly within the discretion of the Secretary of State, except
2that the U.S. Marine Corps emblem shall appear on the plates.
3The Secretary may, in his or her discretion, allow the plates
4to be issued as vanity or personalized plates in accordance
5with Section 3-405.1 of this Code. The plates are not required
6to designate "Land Of Lincoln", as prescribed in subsection (b)
7of Section 3-412 of this Code. The Secretary shall prescribe
8the eligibility requirements and, in his or her discretion,
9shall approve and prescribe stickers or decals as provided
10under Section 3-412.
11    (c) An applicant shall be charged a $5 $20 fee for original
12issuance in addition to the applicable registration fee. This
13additional fee Of this additional fee, $15 shall be deposited
14into the Secretary of State Special License Plate Fund and $5
15shall be deposited into the Marine Corps Scholarship Fund. For
16each registration renewal period, an $18 a $20 fee, in addition
17to the appropriate registration fee, shall be charged. This
18additional fee Of this additional fee, $2 shall be deposited
19into the Secretary of State Special License Plate Fund and $18
20shall be deposited into the Marine Corps Scholarship Fund.
21    (d) The Marine Corps Scholarship Fund is created as a
22special fund in the State treasury. All moneys in the Marine
23Corps Scholarship Fund shall, subject to appropriation by the
24General Assembly and approval by the Secretary, be used by the
25Marine Corps Scholarship Foundation, Inc., a recognized
26charitable organization that meets the requirements of Title

126, Section 501(c)(3) of the United States Code, to provide
2grants for scholarships for higher education. The scholarship
3recipients must be the children of current or former members of
4the United States Marine Corps who meet the academic,
5financial, and other requirements established by the Marine
6Corps Scholarship Foundation. In addition, the recipients must
7be Illinois residents and must attend a college or university
8located within the State of Illinois.
9    The State Treasurer shall require the Marine Corps
10Scholarship Foundation to establish a separate account for
11receipt of the proceeds of the Marine Corps Scholarship Fund.
12That account shall be subject to audit either annually or at
13another interval, as determined by the State Treasurer.
14Proceeds from the Marine Corps Scholarship Fund shall be
15transferred on a quarterly basis by the State Treasurer's
16office to this separate account.

20    Sec. 3-666. Paratrooper license plates.
21    (a) In addition to any other special license plate, the
22Secretary, upon receipt of all applicable fees and applications
23made in the form prescribed by the Secretary of State, may
24issue Paratrooper license plates to residents of Illinois who
25meet eligibility requirements prescribed by the Secretary of

1State. The special Paratrooper plate issued under this Section
2shall be affixed only to passenger vehicles of the first
3division and motor vehicles of the second division weighing not
4more than 8,000 pounds. Plates issued under this Section shall
5expire according to the staggered multi-year procedure
6established by Section 3-414.1 of this Code.
7    (b) The design, color, and format of the plates shall be
8wholly within the discretion of the Secretary of State. The
9Secretary may, in his or her discretion, allow the plates to be
10issued as vanity or personalized plates in accordance with
11Section 3-405.1 of this Code. The plates are not required to
12designate "Land of Lincoln", as prescribed in subsection (b) of
13Section 3-412 of this Code. The Secretary shall prescribe the
14eligibility requirements and, in his or her discretion, shall
15approve and prescribe stickers or decals as provided under
16Section 3-412.
17    (c) (Blank). An applicant shall be charged a $15 fee for
18original issuance in addition to the applicable registration
19fee. This additional fee shall be deposited into the Secretary
20of State Special License Plate Fund.

23    Sec. 3-667. Korean Service license plates.
24    (a) In addition to any other special license plate, the
25Secretary, upon receipt of all applicable fees and applications

1made in the form prescribed by the Secretary of State, may
2issue special registration plates designated as Korean Service
3license plates to residents of Illinois who, on or after July
427, 1954, participated in the United States Armed Forces in
5Korea. The special plate issued under this Section shall be
6affixed only to passenger vehicles of the first division,
7motorcycles, motor vehicles of the second division weighing not
8more than 8,000 pounds, and recreational vehicles as defined by
9Section 1-169 of this Code. Plates issued under this Section
10shall expire according to the staggered multi-year procedure
11established by Section 3-414.1 of this Code.
12    (b) The design, color, and format of the plates shall be
13wholly within the discretion of the Secretary of State. The
14Secretary may, in his or her discretion, allow the plates to be
15issued as vanity or personalized plates in accordance with
16Section 3-405.1 of this Code. The plates are not required to
17designate "Land of Lincoln", as prescribed in subsection (b) of
18Section 3-412 of this Code. The Secretary shall prescribe the
19eligibility requirements and, in his or her discretion, shall
20approve and prescribe stickers or decals as provided under
21Section 3-412.
22    (c) An applicant shall be charged a $2 $15 fee for original
23issuance in addition to the applicable registration fee. This
24additional fee Of this additional fee, $13 shall be deposited
25into the Secretary of State Special License Plate Fund and $2
26shall be deposited into the Korean War Memorial Construction

1Fund a special fund in the State treasury.
2    (d) An individual who has been issued Korean Service
3license plates for a vehicle and who has been approved for
4benefits under the Senior Citizens and Disabled Persons
5Property Tax Relief and Pharmaceutical Assistance Act shall pay
6the original issuance and the regular annual fee for the
7registration of the vehicle as provided in Section 3-806.3 of
8this Code in addition to the fees specified in subsection (c)
9of this Section.

12    Sec. 3-668. Iraq Campaign license plates.
13    (a) In addition to any other special license plate, the
14Secretary, upon receipt of all applicable fees and applications
15made in the form prescribed by the Secretary of State, may
16issue Iraq Campaign license plates to residents of Illinois who
17have earned the Iraq Campaign Medal from the United States
18Armed Forces. The special Iraq Campaign plates issued under
19this Section shall be affixed only to passenger vehicles of the
20first division, motorcycles, and motor vehicles of the second
21division weighing not more than 8,000 pounds. Plates issued
22under this Section shall expire according to the staggered
23multi-year procedure established by Section 3-414.1 of this
24Code.
25    (b) The design, color, and format of the plates shall be

1wholly within the discretion of the Secretary of State. The
2Secretary may, in his or her discretion, allow the plates to be
3issued as vanity plates or personalized in accordance with
4Section 3-405.1 of this Code. The plates are not required to
5designate "Land of Lincoln", as prescribed in subsection (b) of
6Section 3-412 of this Code. The Secretary shall, in his or her
7discretion, approve and prescribe stickers or decals as
8provided under Section 3-412.
9    (c) An applicant for the special plate shall be charged a
10$25 $40 fee for original issuance in addition to the
11appropriate registration fee. This additional fee Of this fee,
12$25 shall be deposited into the Illinois Military Family Relief
13Fund and $15 shall be deposited into the Secretary of State
14Special License Plate Fund, to be used by the Secretary to help
15defray the administrative processing costs. For each
16registration renewal period, a $25 $27 fee, in addition to the
17appropriate registration fee, shall be charged. This
18additional fee Of this fee, $25 shall be deposited into the
19Illinois Military Family Relief Fund and $2 shall be deposited
20into the Secretary of State Special License Plate Fund.

23    Sec. 3-669. Afghanistan Campaign license plates.
24    (a) In addition to any other special license plate, the
25Secretary, upon receipt of all applicable fees and applications

1made in the form prescribed by the Secretary of State, may
2issue Afghanistan Campaign license plates to residents of
3Illinois who have earned the Afghanistan Campaign Medal from
4the United States Armed Forces. The special Afghanistan
5Campaign plates issued under this Section shall be affixed only
6to passenger vehicles of the first division, motorcycles, and
7motor vehicles of the second division weighing not more than
88,000 pounds. Plates issued under this Section shall expire
9according to the staggered multi-year procedure established by
10Section 3-414.1 of this Code.
11    (b) The design, color, and format of the plates shall be
12wholly within the discretion of the Secretary of State. The
13Secretary may, in his or her discretion, allow the plates to be
14issued as vanity plates or personalized in accordance with
15Section 3-405.1 of this Code. The plates are not required to
16designate "Land of Lincoln", as prescribed in subsection (b) of
17Section 3-412 of this Code. The Secretary shall, in his or her
18discretion, approve and prescribe stickers or decals as
19provided under Section 3-412.
20    (c) An applicant for the special plate shall be charged a

8    Sec. 3-676. Iraq Campaign license plates.
9    (a) In addition to any other special license plate, the

11made in the form prescribed by the Secretary of State, may
12issue Iraq Campaign license plates to residents of Illinois who
13have earned the Iraq Campaign Medal from the United States
14Armed Forces. The special Iraq Campaign plates issued under
15this Section shall be affixed only to passenger vehicles of the
16first division, motorcycles, and motor vehicles of the second
17division weighing not more than 8,000 pounds. Plates issued
18under this Section shall expire according to the staggered
19multi-year procedure established by Section 3-414.1 of this
20Code.
21    (b) The design, color, and format of the plates shall be
22wholly within the discretion of the Secretary of State. The
23Secretary may, in his or her discretion, allow the plates to be
24issued as vanity plates or personalized in accordance with

11    Sec. 3-677. Afghanistan Campaign license plates.
12    (a) In addition to any other special license plate, the
13Secretary, upon receipt of all applicable fees and applications
14made in the form prescribed by the Secretary of State, may
15issue Afghanistan Campaign license plates to residents of
16Illinois who have earned the Afghanistan Campaign Medal from
17the United States Armed Forces. The special Afghanistan
18Campaign plates issued under this Section shall be affixed only
19to passenger vehicles of the first division, motorcycles, and
20motor vehicles of the second division weighing not more than
218,000 pounds. Plates issued under this Section shall expire
22according to the staggered multi-year procedure established by
23Section 3-414.1 of this Code.
24    (b) The design, color, and format of the plates shall be
25wholly within the discretion of the Secretary of State. The

1Secretary may, in his or her discretion, allow the plates to be
2issued as vanity plates or personalized in accordance with
3Section 3-405.1 of this Code. The plates are not required to

14    Sec. 3-681. U.S. Navy license plates.
15    (a) In addition to any other special license plate, the
16Secretary, upon receipt of all applicable fees and applications
17made in the form prescribed by the Secretary of State, may
18issue U.S. Navy license plates to residents of Illinois who
19meet eligibility requirements prescribed by the Secretary of
20State. The special U.S. Navy plate issued under this Section
21shall be affixed only to passenger vehicles of the first
22division, motorcycles, and motor vehicles of the second
23division weighing not more than 8,000 pounds. Plates issued
24under this Section shall expire according to the staggered
25multi-year procedure established by Section 3-414.1 of this

2    (b) The plates shall display the U.S. Navy emblem. In all
3other respects, the design, color, and format of the plates
4shall be within the discretion of the Secretary of State. The
5Secretary may, in his or her discretion, allow the plates to be
6issued as vanity or personalized plates in accordance with
7Section 3-405.1 of this Code. The plates are not required to
8designate "Land Of Lincoln", as prescribed in subsection (b) of
9Section 3-412 of this Code. The Secretary shall prescribe the
10eligibility requirements and, in his or her discretion, shall
11approve and prescribe stickers or decals as provided under
12Section 3-412.
13    (c) (Blank). An applicant shall be charged a $15 fee for
14original issuance in addition to the applicable registration
15fee. This additional fee shall be deposited into the Secretary
16of State Special License Plate Fund. For each registration
17renewal period, a $2 fee, in addition to the applicable
18registration fee, shall be charged and shall be deposited into
19the Secretary of State Special License Plate Fund.

22    Sec. 3-686. Distinguished Flying Cross license plates.
23    (a) In addition to any other special license plate, the
24Secretary, upon receipt of all applicable fees and applications
25made in the form prescribed by the Secretary of State, may

1issue Distinguished Flying Cross license plates to residents of
2Illinois who have been awarded the Distinguished Flying Cross
3medal by the United States Armed Forces. The special
4Distinguished Flying Cross plates issued under this Section
5shall be affixed only to passenger vehicles of the first
6division, motorcycles, and motor vehicles of the second
7division weighing not more than 8,000 pounds. Plates issued
8under this Section shall expire according to the staggered
9multi-year procedure established by Section 3-414.1 of this
10Code.
11    (b) The design, color, and format of the plates shall be
12wholly within the discretion of the Secretary of State. The
13Secretary may, in his or her discretion, allow the plates to be
14issued as vanity plates or personalized in accordance with
15Section 3-405.1 of this Code. The plates are not required to
16designate "Land Of Lincoln", as prescribed in subsection (b) of
17Section 3-412 of this Code. The Secretary shall, in his or her
18discretion, approve and prescribe stickers or decals as
19provided under Section 3-412.

1    Sec. 3-688. Operation Iraqi Freedom License Plates.
2    (a) In addition to any other special license plate, the
3Secretary, upon receipt of all applicable fees and applications
4made in the form prescribed by the Secretary of State, may
5issue Operation Iraqi Freedom license plates to residents of
6Illinois who meet eligibility requirements prescribed by the
7Secretary of State. The special Operation Iraqi Freedom plate
8issued under this Section shall be affixed only to passenger
9vehicles of the first division, motorcycles, and motor vehicles
10of the second division weighing not more than 8,000 pounds.
11Plates issued under this Section shall expire according to the
12staggered multi-year procedure established by Section 3-414.1
13of this Code.
14    (b) The design, color, and format of the plates shall be
15wholly within the discretion of the Secretary of State. The
16Secretary may, in his or her discretion, allow the plates to be
17issued as vanity plates or personalized in accordance with
18Section 3-405.1 of this Code. The plates are not required to
19designate "Land Of Lincoln", as prescribed in subsection (b) of

4    Sec. 3-693 3-689. Women Veteran license plates.
5    (a) In addition to any other special license plate, the
6Secretary, upon receipt of all applicable fees and applications
7made in the form prescribed by the Secretary of State, may
8issue Women Veteran license plates to residents of Illinois who
9meet eligibility requirements prescribed by the Secretary of
10State. The special Women Veteran plate issued under this
11Section shall be affixed only to passenger vehicles of the
12first division, motorcycles, and motor vehicles of the second
13division weighing not more than 8,000 pounds. Plates issued
14under this Section shall expire according to the staggered
15multi-year procedure established by Section 3-414.1 of this
16Code.
17    (b) The design, color, and format of the plates shall be
18wholly within the discretion of the Secretary of State. The
19Secretary may, in his or her discretion, allow the plates to be
20issued as vanity or personalized plates in accordance with
21Section 3-405.1 of this Code. The Secretary shall prescribe the
22eligibility requirements and, in his or her discretion, shall
23approve and prescribe stickers or decals as provided under
24Section 3-412.

5    Section 99. Effective date. This Act takes effect January
61, 2012.
