AN ACT concerning service dogs.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The School Code is amended by changing Section 14-6.02 as follows:

Sec. 14-6.02. Reasonable accommodations must be sought for the use of service Service animals. Service animals such as guide dogs, signal dogs or any other animal individually trained to perform tasks for the benefit of a student with a disability shall be permitted to accompany that student at all school functions, whether in or outside the classroom. For purposes of this Section, "service animal" includes, but is not limited to, an animal trained or is being trained as: a hearing animal; a guide animal; an assistance animal; a seizure alert animal; a mobility animal; a psychiatric service animal; or an autism service animal.

Section 10. The Guide Dog Access Act is amended by changing the title of the Act and Sections 0.01 and 1 as follows:

Sec. 0.01. Short title. This Act may be cited as the Service Guide Dog Access Act.

Sec. 1. When a blind, hearing impaired, or physically handicapped person, mobility impaired person, a person with a psychiatric condition, or a person who is subject to epilepsy or other seizure disorders, or a person diagnosed with an autism spectrum disorder is accompanied by a dog which serves as a guide, leader, seizure-alert, or seizure-response, mobility animal, a psychiatric service animal, or autism service dog for such person or when a trainer of a guide, leader, seizure-alert, or seizure-response, mobility animal; a psychiatric service animal, or autism service dog is accompanied by a guide, leader, seizure-alert, or seizure-response dog, mobility animal, psychiatric service, or autism service dog or a dog that is being trained to be a guide, leader, seizure-alert, or seizure-response dog, mobility, psychiatric service, or autism service dog, neither the person nor the dog shall be denied the right of entry and use of facilities of any public place of accommodation as defined in Section 5-101 of the "Illinois Human Rights Act", if such dog is wearing a harness, backpack, or vest identifying the dog as a trained service dog and such person presents credentials for inspection issued by a school for training guide, leader, seizure-alert, or seizure-response, or autism service dogs.

Any violation of this Act is a Class C misdemeanor.
