SYNOPSIS AS INTRODUCED:
 
40 ILCS 5/11-223.1  from Ch. 108 1/2, par. 11-223.1
40 ILCS 5/11-223.2  from Ch. 108 1/2, par. 11-223.2

    Amends the Chicago Laborer Article of the Illinois Pension Code. Adds dental and vision plans to the list of health benefit plans for which an annuitant may assign his or her annuity or disability benefit to cover payment of premiums. Deletes the limitation that the group hospital and medical insurance plans must be non-profit. Effective immediately.

1    AN ACT concerning public employee benefits.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Pension Code is amended by changing
5Sections 11-223.1 and 11-223.2 as follows:
 
6    (40 ILCS 5/11-223.1)  (from Ch. 108 1/2, par. 11-223.1)
7    Sec. 11-223.1. Assignment for health, hospital and medical
8insurance.
9    The board may provide, by regulation, that any annuitant or
10pensioner, may assign his annuity or disability benefit, or any
11part thereof, for the purpose of premium payment for a
12membership for the annuitant, and his or her spouse and
13children, in a non-profit group hospital care plan, or group
14medical surgical plan, group dental plan, or group vision plan,
15provided, however, that the board may, in its discretion,
16terminate the right of assignment. Any such hospital insurance
17plan, or medical insurance plan, dental plan, or vision plan
18may include provision for the beneficiaries thereof who rely on
19treatment by spiritual means alone through prayer for healing
20in accordance with the tenets and practice of a well recognized
21religious denomination.
22    Upon the adoption of a regulation permitting such
23assignment, the board shall establish and administer a plan for

1the maintenance of the insurance plan membership by the
2annuitant or pensioner.

5    Sec. 11-223.2. Notification of assignment.
6    The annuitant or pensioner shall notify the board in
7writing of the assignment of his annuity or disability benefit
8for payment of health, hospital, or medical, dental, or vision
9insurance premiums. Such notification of assignment is
10authorization for the board to make insurance premium payments
11for the benefit of the annuitant or pensioner out of his
12annuity or disability benefit.

14    Section 99. Effective date. This Act takes effect upon
15becoming law.
