HOUSE RESOLUTION

WHEREAS, In 2007, Public Act 95-596 was enacted into law, directing the Governor to issue an official notice to all persons and entities covered by the Flag Display Act to fly the United States flag, the State flag of Illinois, and in the case of a Armed Forces member's death, the appropriate military flag, at half-staff upon the death of a resident of Illinois killed by hostile fire as a member of the United States Armed Forces, in the line of duty as a law enforcement officer, or in the line of duty as a firefighter; and

WHEREAS, The Office of the Governor's website allows any person to subscribe to the Illinois Flag Honors e-News Summaries service and to be notified whenever the Governor issues an official notice pursuant to Public Act 95-596; and

WHEREAS, Not every person or local government entity that displays the United States flag, the State flag of Illinois, or the military flag of any branch of the United States Armed Forces or the Illinois National Guard is covered by the Flag Display Act; and

WHEREAS, Those persons and entities in Illinois who choose to display the United States flag, the State flag of Illinois, or the military flag of any branch of the United States Armed Forces or the Illinois National Guard, but who are not covered by the Flag Display Act, may in some cases be unaware that the Governor has issued an official notice to fly the flags at half-staff to honor a fallen Armed Forces member, law enforcement officer, or firefighter; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we urge local government entities and other persons who display the United States flag, the State flag of Illinois, or the military flag of any branch of the United States Armed Forces or the Illinois National Guard to subscribe to the Illinois Flag Honors e-News Summaries service on the Office of the Governor's website in order to honor fallen U.S. Armed Forces members, law enforcement officers, and firefighters; and be it further

RESOLVED, That we urge State and local government entities and private state-wide associations and organizations to provide links on their websites to the Illinois Flag Honors e-News Summaries service subscription page on the Office of the Governor's website, and to include information about that service in their newsletters and publications in order to further encourage the flying of the United States flag, the State flag of Illinois, and military flags at half-staff to honor fallen U.S. Armed Forces members, law enforcement officers, and firefighters.
