HOUSE RESOLUTION

 
2    WHEREAS, Rising healthcare costs continue to be the number
3one concern for small and medium-sized businesses in Illinois;
4and
 
5    WHEREAS, According to the Council for Affordable Health
6Insurance (CAHI), healthcare mandates cumulatively can raise
7the cost of basic health coverage by 20% to 50%; and
 
8    WHEREAS, According to CAHI, Illinois currently has 47
9different insurance mandates in law today; and
 
10    WHEREAS, Healthcare mandates are paid for by only small and
11medium-sized businesses that buy health insurance on the open
12market; and
 
13    WHEREAS, Illinois policy makers need a better
14understanding of the costs these mandates add to health
15insurance in order to strike a balance between managing
16healthcare costs and providing access to quality health
17insurance; therefore, be it
 
18    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
19NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
20we request the Commission on Government Forecasting and

1Accountability to study the cost of each healthcare mandate
2that is a part of the Illinois Insurance Code on the date this
3resolution is adopted, as well as the cumulative effect of
4those mandates on the overall cost of health insurance in
5Illinois for businesses; and be it further
 
6    RESOLVED, That the findings of the Commission be reported
7to the General Assembly by February 6, 2012, to ensure that the
8members of the General Assembly are informed about the costs
9and overall impact these mandates have on the ability of small
10and medium-sized businesses to purchase health insurance; and
11be it further
 
12    RESOLVED, That a copy of this resolution be delivered to
13the Executive Director of the Commission on Government
14Forecasting and Accountability.
