SYNOPSIS AS INTRODUCED:
 
30 ILCS 105/5.786 new
30 ILCS 105/6z-87 new

    Amends the State Finance Act. Creates the Public Library Support Fund. Provides that, within 30 days after the first day of the each fiscal year, the Secretary of State shall direct the State Comptroller to transfer from the General Revenue Fund to the Public Library Support Fund an amount equal to $20 multiplied by the number of residents of each public library district in the State in which at least 30% of the residents report a household income at or below the federal poverty level. Provides that the Secretary of State shall use moneys in the Fund to make grants to those public library districts. Provides that no public library district may receive more than $20 per resident of that district from the Fund in any State fiscal year. Effective immediately.

1    AN ACT concerning finance.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Sections 5.786 and 6z-87 as follows:
 
6    (30 ILCS 105/5.786 new)
7    Sec. 5.786. The Public Library Support Fund.
 
8    (30 ILCS 105/6z-87 new)
9    Sec. 6z-87. Public Library Support Fund; creation. The
10Public Library Support Fund is created as a special fund in the
11State treasury. Within 30 days after the first day of each
12State fiscal year, the Secretary of State shall calculate an
13amount equal to $20 multiplied by the number of residents of
14each public library district in the State in which at least 30%
15of the residents report a household income at or below the
16federal poverty level. The Secretary of State shall certify the
17calculated amount to the State Comptroller and direct the State
18Comptroller to transfer the amount from the General Revenue
19Fund to the Public Library Support Fund. Subject to
20appropriation, the Secretary of State shall use moneys in the
21Public Library Support Fund to make grants to those public
22library districts. No public library district may receive more

1than $20 per resident of that public library district from the
2Fund in any State fiscal year. Any interest or earnings
3attributable to moneys in the Public Library Support Fund shall
4be deposited into the Fund.
 
5    Section 99. Effective date. This Act takes effect upon
6becoming law.
