SYNOPSIS AS INTRODUCED:
 
220 ILCS 5/13-1003 new

    Amends the Public Utilities Act. Provides that the Illinois Commerce Commission shall require all regulated telecommunication carriers under its authority to submit an annual report on all procurement goals and actual spending for minority-owned, women-owned, veteran-owned, and small business enterprises. Provides that each regulated telecommunication carrier shall submit the rules, regulations, and definitions used for its procurement goals and the name and contact information for the staff person responsible for administering the programs associated with the goals in the annual report. Provides that the Commission shall publish each annual report on its website and shall maintain each annual report for at least 5 years. Effective immediately.

1    AN ACT concerning public utilities.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Public Utilities Act is amended by adding
5Section 13-1003 as follows:
 
6    (220 ILCS 5/13-1003 new)
7    Sec. 13-1003. Minority, female, veteran, and small
8business reports and spending. The Commission shall require all
9regulated telecommunication carriers under its authority to
10submit an annual report by December 1, 2014 and each December 1
11thereafter, in a searchable Adobe PDF format, on all
12procurement goals and actual spending for minority-owned,
13women-owned, veteran-owned, and small business enterprises in
14the previous calendar year. These goals shall be expressed as a
15percentage of the total work performed by the regulated
16telecommunication carrier, and the actual spending for all
17minority-owned, women-owned, veteran-owned, and small business
18enterprises shall be expressed as a percentage of the total
19work performed by the regulated telecommunication carrier.
20    Each regulated telecommunication carrier shall submit the
21rules, regulations, and definitions used for its procurement
22goals and the name and contact information for the staff person
23responsible for administering the programs associated with the

1goals in the annual report.
2    The Commission shall issue a proposed format for each
3report, which shall be developed in consultation with the
4Capital Development Board.
5    The Commission shall publish each annual report on its
6website and shall maintain each annual report for at least 5
7years.
 
8    Section 99. Effective date. This Act takes effect upon
9becoming law.
