SENATE RESOLUTION

 
2    WHEREAS, Regional superintendents of schools have
3performed vital roles for the State, local school districts,
4and taxpayers since their inception as county superintendents
5in 1865; and
 
6    WHEREAS, Regional superintendents are facing an
7unprecedented crisis this summer after Governor Quinn cut
8funding from the State budget for their salaries; and
 
9    WHEREAS, Regional superintendents around the State have
10remained committed to their duties as dedicated public
11servants, elected by the people of Illinois, by continuing to
12work hard in their jobs, despite not receiving pay since July
131st; and
 
14    WHEREAS, Regional superintendents perform duties and
15services for school districts in Illinois that cannot be
16duplicated, either under the law or practically, by either
17State government or the local districts; and
 
18    WHEREAS, These valuable services and duties include
19issuing, registering, and renewing certificates for 120,000
20teachers and 700 administrators each year, providing safety
21training for 20,000 bus drivers each year, inspecting 4,000

1school and school-related buildings each year for safety,
2auditing school district financial numbers, administering
3truancy and alternative education programs for students with
4behavior problems, and coordinating school consolidation and
5reorganization hearings, to name a few; and
 
6    WHEREAS, The emotional and financial toll on the part of
7the regional superintendents from not receiving a paycheck, yet
8continuing to work through this crisis, is great and growing;
9therefore, be it
 
10    RESOLVED, BY THE SENATE OF THE NINETY-SEVENTH GENERAL
11ASSEMBLY OF THE STATE OF ILLINOIS, that we wholeheartedly
12recognize the extremely difficult situation facing the
13regional superintendents these last few months and moving
14forward; and be it further
 
15    RESOLVED, That we disagree with Governor Quinn's
16contention that the regional superintendents could and should
17be funded at the local level; and be it further
 
18    RESOLVED, That State law clearly recognizes regional
19superintendents of schools as State employees and a real value
20to the taxpayers of Illinois; and be it further
 
21    RESOLVED, That State legislators should override the

1Governor's veto and restore the regional superintendents'
2State funding in the upcoming fall veto session; and be it
3further
 
4    RESOLVED, That suitable copies of this resolution be
5delivered to Governor Pat Quinn and the Illinois State Board of
6Education.
