SYNOPSIS AS INTRODUCED:
 
20 ILCS 301/55-45 new

    Amends the Substance Use Disorder Act. Provides that no person may provide services as a certified peer recovery specialist unless he or she is certified by the Department of Human Services. Provides that an applicant for certification must: be 18 years of age or older; have a high school diploma or a high school equivalency certificate; have a current or past mental illness, substance use, or co-occurring disorder; self-identify as a person who is in recovery from a mental illness, substance use, or co-occurring disorder as part of his or her personal recovery process; have demonstrated self-directed recovery for a minimum of 24 consecutive months; and have successfully completed any required specialized training or education. Provides that the Department may adopt any rules necessary to implement the amendatory Act.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Substance Use Disorder Act is amended by
5adding Section 55-45 as follows:
 
6    (20 ILCS 301/55-45 new)
7    Sec. 55-45. Certified peer recovery specialist.
8    (a) As used in this Section, "certified peer recovery
9specialist" means a person who has self-identified as being in
10recovery from mental illness, substance abuse, or co-occurring
11disorders of both mental illness and substance use disorder
12and is certified by the Department to provide services as a
13certified peer recovery specialist.
14    (b) No person may provide services as a certified peer
15recovery specialist in this State unless he or she is
16certified by the Department as provided in this Section. To
17become certified as a certified peer recovery specialist, an
18applicant must meet the following requirements:
19        (1) Be 18 years of age or older.
20        (2) Have a high school diploma or a high school
21    equivalency certificate.
22        (3) Have a current or past mental illness, substance
23    use, or co-occurring disorder.

1        (4) Self-identify as a person who is in recovery from
2    a mental illness, substance use, or co-occurring disorder
3    as part of his or her personal recovery process.
4        (5) Have demonstrated self-directed recovery for a
5    minimum of 24 consecutive months as prescribed by the
6    Department.
7        (6) Have successfully completed any other specialized
8    training or education requirement as required by the
9    Department.
10    (c) The Department may adopt any rules necessary to
11implement this Section.
