HOUSE JOINT RESOLUTION

 
2    WHEREAS, Interstate 55 (I-55) experiences serious
3congestion daily for extended periods of time and is unable to
4acclimate to current traffic demands due to limited roadway
5capacity, roadway design constraints, high truck volumes, and
6numerous interchanges; and
 
7    WHEREAS, Commuters have limited public transit options for
8their commutes, which has consequently led to increased
9congestion, long and unreliable travel times, reductions in
10safety, and increased costs for delivery of goods and
11services; and
 
12    WHEREAS, To improve automobile transportation along the
13I-55 corridor from the I-355 (Veterans Memorial Tollway) to
14the I-90/I-94 (Dan Ryan Expressway), the Illinois Department
15of Transportation (IDOT) initiated the "I-55 Managed Lane
16Project" to study the advantages of adding managed lanes; and
 
17    WHEREAS, A managed lane is a type of highway lane that is
18administered via a management scheme, such as lane use
19restrictions or variable tolling, to improve traffic flow,
20provide commuters with travel options, increase average
21vehicle occupancy, and support transit ridership; and

1    WHEREAS, The project assessed implementing two Express
2Toll Lanes (ETLs) in each direction on the eastern section of
3the corridor, between I-294 (Central Tri-State Tollway) and
4the I-90/94; additionally, the section from I-355 to I-294
5will have one ETL in each direction; and
 
6    WHEREAS, IDOT led this project in partnership with the
7Federal Highway Administration (FHWA); furthermore, to reach a
8broad range of stakeholders, the partnership sought input from
9area residents, municipalities, counties, townships, agencies,
10elected officials, and interested groups; and
 
11    WHEREAS, An environmental study has been completed to meet
12the National Environmental Policy Act (NEPA) requirements; the
13NEPA requires federal agencies to analyze the environmental
14impacts of the proposed actions and requires the evaluation of
15reasonable alternatives; and
 
16    WHEREAS, Phase II, the "Final Design and Contract Plan
17Preparation," is funded in IDOT's Fiscal Year 2020-2025
18Proposed Highway Improvement Program; however, IDOT does not
19presently have funding for Phase III which is the construction
20of the project; and
 
21    WHEREAS, IDOT is evaluating alternative project delivery
22opportunities, such as a public-private partnership or P3, to

1involve industry and best leverage resources for this project;
2using the P3 method, IDOT can deliver an I-55 project that is
3the safest, most efficient, and most cost-effective; and
 
4    WHEREAS, Under the Public Private Partnership for
5Transportation Act, IDOT must receive approval from the
6General Assembly to pursue the project as a P3 and see the
7project through to completion; therefore, be it
 
8    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
9HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
10SENATE CONCURRING HEREIN, that we support the "I-55 Managed
11Lane Project" and IDOT's efforts to pursue the project as a P3.
