HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives wish to congratulate our friend and colleague, State Representative Tom Demmer, on the occasion of his retirement and thank him for his distinguished service to the people of the State of Illinois; and

WHEREAS, Rep. Demmer has been a member of the House of Representatives since 2013, serving the people of the 90th District with exceptional constituent service and a record of legislative achievement on behalf of families in Lee, Ogle, DeKalb, and LaSalle Counties; and

WHEREAS, Rep. Demmer was born and raised in Dixon, where he resides today with his wife, Becca, and their children, Katie and John; and

WHEREAS, Rep. Demmer graduated from the University of Dayton and interned in the Office of the Vice President of the United States at the White House before returning home to Dixon to start his career; and

WHEREAS, Rep. Demmer was elected to the Lee County Board at the age of 22, where he served from 2009 to 2012; and

WHEREAS, Rep. Demmer was elected as state representative of the 90th District of Illinois in 2012, taking office at the inauguration of the 98th General Assembly in January 2013; and

WHEREAS, Rep. Demmer served on several healthcare and budget committees, including the Joint Committee on Administrative Rules, acting as a strong voice for transparency, ethics, and fiscal responsibility; and

WHEREAS, Rep. Demmer served as chairman of the House Republican Conference from January 2017 to July 2018; and

WHEREAS, Rep. Demmer was appointed Deputy Republican Leader by House GOP Leader Jim Durkin in July 2018 in recognition of his expertise on state budget and healthcare; and

WHEREAS, Rep. Demmer served as the chief budget negotiator for House Republicans and the GOP point person for all of the State's fiscal issues, earning the respect of his peers as a leader in calling for meaningful pension and structural reforms to the State's budget; and

WHEREAS, Rep. Demmer co-founded the Children's Health Caucus to ensure children across Illinois have access to healthcare services, and he was a founding member of the Future Caucus and Technology Caucus; and

WHEREAS, Rep. Demmer was the 2022 Republican nominee for Illinois State Treasurer; and

WHEREAS, In the private sector, Rep. Demmer was the director of Innovation & Strategy at KSB Hospital, a not-for-profit community hospital with locations in Lee and Ogle Counties; and

WHEREAS, Rep. Demmer was recognized throughout his tenure in the General Assembly; he was given the title of Legislative Champion numerous times, including by the Treatment Alternatives for Safe Communities (TASC), the Affordable Assisted Living Coalition, and the Illinois State Alliance of YMCAs; he was also been named Legislator of the Year by several organizations, including the Illinois Psychological Association, the Illinois Association of Park Districts, the Community Behavioral Healthcare Association, and the Illinois Asphalt Pavement Association; he received the Medicaid Partner Award from the Illinois Association of Medicaid Health Plans, the Voice of Senior Care Award from the Illinois Health Care Association, the Transformer Award from Transform Illinois, the Friend of Infrastructure Award from the Transportation for Illinois Coalition, the Champion of Innovation Award from TechNet, the Champion Award from the Health Care Council of Illinois, the Legislative Leadership Award from Safe Passage, the Champion of Free Enterprise Award from the Illinois Chamber of Commerce, the ACTIVATOR Award from the Illinois Farm Bureau, the Future Leaders Award from the Dixon Chamber of Commerce, and the 4 Under 40 Award from the Dixon Chamber of Commerce; he was also named a 2016 Henry W. Toll Fellow with the Council of State Governments and a 2021 GOPAC Emerging Leader; and

WHEREAS, Rep. Demmer is a member of St. Anne Parish, the Dixon Rotary Club, and the Knights of Columbus; he also serves as a volunteer teacher with Junior Achievement; he proudly served on the Board of Directors of the Ronald Reagan Boyhood Home Preservation Foundation in Dixon; and

WHEREAS, Rep. Demmer has been a valued colleague, mentor, and friend to many during his 10 years of service in the General Assembly and has served the people of the 90th District with honor and distinction; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Representative Tom Demmer on his retirement from the General Assembly and wish him all the best in his future endeavors; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Rep. Demmer as an expression of our esteem and respect.
