SYNOPSIS AS INTRODUCED:
 
25 ILCS 170/4.7 new
25 ILCS 170/9  from Ch. 63, par. 179

    Amends the Lobbyist Registration Act. Provides that a person required to register under the Act is ineligible to hold an elective State or local office. Provides that the holder of an elective State or local office may not engage in activities that would require registration under the Act.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Lobbyist Registration Act is amended by
5changing Section 9 and by adding Section 4.7 as follows:
 
6    (25 ILCS 170/4.7 new)
7    Sec. 4.7. Holders of elective offices. Notwithstanding any
8provision of law to the contrary, a person required to register
9under this Act is ineligible to hold, either by appointment or
10election, an elective office of State or local government.
11    The holder of an elective office of State or local
12government, whether appointed or elected to that office, is
13prohibited from registering under this Act. It is a violation
14of this Act for a person prohibited by this Section from
15registering under this Act to engage in activities for which
16this Act requires registration.

18    Sec. 9. Nothing in this Act shall be construed to infringe
19in any way the right of a citizen, including the holder of an
20elective State or local government office, to lawfully petition
21a member of the General Assembly or any other public official
22as guaranteed in the Constitution of the State of Illinois.
