1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Section 5.826 as follows:
 
6    (30 ILCS 105/5.826 new)
7    Sec. 5.826. The Illinois Police Benevolent and Protective
8Association Fund.
 
9    Section 10. The Illinois Vehicle Code is amended by adding
10Section 3-699 as follows:
 
11    (625 ILCS 5/3-699 new)
12    Sec. 3-699. Illinois Police Benevolent and Protective
13Association license plates.
14    (a) The Secretary, upon receipt of an application made in
15the form prescribed by the Secretary, may issue special
16registration plates designated as Illinois Police Benevolent
17and Protective Association license plates. The special plates
18issued under this Section shall be affixed only to passenger
19vehicles of the first division and motor vehicles of the second
20division weighing not more than 8,000 pounds. Plates issued
21under this Section shall expire according to the multi-year

1procedure established by Section 3-414.1 of this Code.
2    (b) The design and color of the plates is wholly within the
3discretion of the Secretary. The Secretary may allow the plates
4to be issued as vanity plates or personalized under Section
53-405.1 of the Code. The Secretary shall prescribe stickers or
6decals as provided under Section 3-412 of this Code. The
7Secretary may, in his or her discretion, allow the plates to be
8issued as vanity or personalized plates in accordance with
9Section 3-405.1 of this Code.
10    (c) An applicant for the special plate shall be charged a
11$25 fee for original issuance in addition to the appropriate
12registration fee. Of this fee, $10 shall be deposited into the
13Illinois Police Benevolent and Protective Association Fund and
14$15 shall be deposited into the Secretary of State Special
15License Plate Fund, to be used by the Secretary to help defray
16the administrative processing costs.
17    For each registration renewal period, a $25 fee, in
18addition to the appropriate registration fee, shall be charged.
19Of this fee, $23 shall be deposited into the Illinois Police
20Benevolent and Protective Association Fund and $2 shall be
21deposited into the Secretary of State Special License Plate
22Fund.
23    (d) The Illinois Police Benevolent and Protective
24Association Fund is created as a special fund in the State
25treasury. All money in the Illinois Police Benevolent and
26Protective Association Fund shall be paid, subject to

1appropriation by the General Assembly and distribution by the
2Secretary, as grants to the Illinois Police Benevolent and
3Protective Association for the purposes of providing death
4benefits for the families of police officers killed in the line
5of duty, providing scholarships for undergraduate study to
6children and spouses of police officers killed in the line of
7duty, and educating the public and police officers regarding
8policing and public safety.
