SYNOPSIS AS INTRODUCED:
 
25 ILCS 170/3.2 new

    Amends the Lobbyist Registration Act. Authorizes a State agency, a unit of local government, a school district, or any other governmental entity that receives public funds to designate no more than 2 natural persons at the same time as legislative liaisons or lobbyists to engage in lobbying General Assembly members with respect to legislative action. Permits a person serving in an elective office to lobby without designation and in addition to the designated persons. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Lobbyist Registration Act is amended by
5adding Section 3.2 as follows:
 
6    (25 ILCS 170/3.2 new)
7    Sec. 3.2. Limit on number of liaisons and lobbyists
8designated by governmental entities. A State agency as defined
9in Section 1-7 of the Illinois State Auditing Act, unit of
10local government, school district, or other governmental
11entity that receives public funds may designate no more than 2
12natural persons, whether employees or independent contractors,
13at the same time as liaisons or lobbyists to engage in lobbying
14members of the General Assembly with respect to legislative
15action. A person elected or appointed to an elective office may
16lobby on behalf of the State agency, unit of local government,
17school district, or other governmental entity to which the
18elective office relates without the designation authorized by
19this Section and in addition to the number of natural persons
20designated in accordance with this Section. As used in this
21Section, "public funds" means funds appropriated by the General
22Assembly, a unit of local government, a school district, or any
23other governmental entity that receives public funds.

1    Section 99. Effective date. This Act takes effect upon
2becoming law.
