SYNOPSIS AS INTRODUCED:

25 ILCS 170/3.2 new

Amends the Lobbyist Registration Act. Authorizes a State agency, a unit of local government, a school district, or any other governmental entity that receives public funds to designate no more than 2 natural persons at the same time as legislative liaisons or lobbyists to engage in lobbying General Assembly members with respect to legislative action. Permits a person serving in an elective office to lobby without designation and in addition to the designated persons. Effective immediately.

A BILL FOR

AN ACT concerning State government.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Lobbyist Registration Act is amended by adding Section 3.2 as follows:

(25 ILCS 170/3.2 new)

Sec. 3.2. Limit on number of liaisons and lobbyists designated by governmental entities. A State agency as defined in Section 1-7 of the Illinois State Auditing Act, unit of local government, school district, or other governmental entity that receives public funds may designate no more than 2 natural persons, whether employees or independent contractors, at the same time as liaisons or lobbyists to engage in lobbying members of the General Assembly with respect to legislative action. A person elected or appointed to an elective office may lobby on behalf of the State agency, unit of local government, school district, or other governmental entity to which the elective office relates without the designation authorized by this Section and in addition to the number of natural persons designated in accordance with this Section. As used in this Section, "public funds" means funds appropriated by the General Assembly, a unit of local government, a school district, or any other governmental entity that receives public funds.

Section 99. Effective date. This Act takes effect upon becoming law.
