SYNOPSIS AS INTRODUCED:
 
25 ILCS 115/1.9 new

    Amends the General Assembly Compensation Act. Provides for the suspension of the payment of salary and all other financial remuneration provided under the Act to members of the General Assembly for legislative service until such time as the State Actuary files a written determination with the Index Division of the Office of the Secretary of State stating that a bill has been enacted that will reduce the unfunded accrued liabilities of the State-funded retirement systems, excluding the Judges Retirement System of Illinois, by an amount not less than the reduction in unfunded liabilities estimated by the Commission on Government Forecasting and Accountability to be achieved by Senate Bill No. 1 of the 98th General Assembly, as amended by House Committee Amendment No. 1 and House Floor Amendment No. 3. Effective July 1, 2013.

1    AN ACT concerning government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The General Assembly Compensation Act is amended
5by adding Section 1.9 as follows:
 
6    (25 ILCS 115/1.9 new)
7    Sec. 1.9. Payment of salary and financial remuneration
8suspended for General Assembly members until meaningful
9pension reform is achieved.
10    (a) Notwithstanding any other provision of this Act,
11beginning on the effective date of this amendatory Act of the
1298th General Assembly, the payment of salary and all other
13financial remuneration provided under this Act to members of
14the General Assembly for legislative service is suspended until
15such time as the State Actuary files a written determination
16with the Index Division of the Office of the Secretary of
17State, pursuant to subsection (c) of this Section, stating that
18a bill has been enacted that will reduce the unfunded accrued
19liabilities of the State-funded retirement systems, excluding
20the Judges Retirement System of Illinois, by an amount not less
21than the reduction in unfunded accrued liabilities estimated by
22the Commission on Government Forecasting and Accountability to
23be achieved by Senate Bill No. 1 of the 98th General Assembly,

1as amended by House Committee Amendment No. 1 and House Floor
2Amendment No. 3.
3    (b) The Commission on Government Forecasting and
4Accountability shall conduct any actuarial studies needed to
5estimate the reductions in unfunded accrued liabilities to be
6achieved by Senate Bill No. 1 of the 98th General Assembly, as
7amended by House Committee Amendment No. 1 and House Floor
8Amendment No. 3, and shall cooperate with the State Actuary to
9provide any information that he or she needs to make the
10determination required under subsection (c).
11    (c) As soon as practicable after the enactment of a bill
12that will reduce the unfunded accrued liabilities of the
13State-funded retirement systems, excluding the Judges
14Retirement System of Illinois, by an amount not less than the
15reduction in unfunded accrued liabilities projected by the
16Commission on Government Forecasting and Accountability to be
17achieved by Senate Bill No. 1 of the 98th General Assembly, as
18amended by House Committee Amendment No. 1 and House Floor
19Amendment No. 3, the State Actuary shall file a written
20determination to that effect with the Index Division of the
21Office of the Secretary of State.
22    (d) For the purposes of this Section:
23        "State-funded retirement systems" means the retirement
24    systems established under Articles 2, 14, 15, 16, and 18 of
25    the Illinois Pension Code.
26        "Unfunded accrued liability" has the meaning ascribed

1    to that term in Section 1A-102 of the Illinois Pension
2    Code.
 
3    Section 99. Effective date. This Act takes effect on July
41, 2013.
