SYNOPSIS AS INTRODUCED:
 
625 ILCS 45/7-11 new

    Amends the Boat Registration and Safety Act. Provides that the owner of a boat livery, or his agent or employee, shall not rent a watercraft to a person without requiring that person to watch a boating safety video approved by the Department of Natural Resources. The person renting the watercraft must sign and date a form acknowledging that he or she watched the boating safety video and understood its contents. The owner of the boat livery shall keep these forms on file for one year from the date of the signature, and provide these forms to the Department of Natural Resources for inspection upon request. Requires the Department to provide access to approved boating safety videos to licensed boat liveries.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Boat Registration and Safety Act is amended
5by adding Section 7-11 as follows:
 
6    (625 ILCS 45/7-11 new)
7    Sec. 7-11. Boating safety videos.
8    (a) The owner of a boat livery, or his agent or employee,
9shall not rent a watercraft to a person without requiring that
10person to view a boating safety video approved by the
11Department of Natural Resources. The person renting a
12watercraft must sign and date a form approved by the Department
13of Natural Resources prior to the rental acknowledging that he
14or she watched the boating safety video and understands its
15contents.
16    (b) The Department of Natural Resources shall provide
17access to approved boating safety videos to licensed boat
18liveries in this State.
19    (c) The boat livery shall keep a signed copy of the
20acknowledgement form for a minimum of one year from the date it
21was signed. The boat livery shall make the signed
22acknowledgement forms available to the Department of Natural
23Resources or one of its agents for inspection upon request.
